Seeking comments on draft Law on Teachers

Deputy Head of the National Assembly Delegation of Kien Giang province Nguyen Thi Kim Be spoke at the meeting to collect comments on the draft Law on Teachers.

The draft Law on Teachers consists of 9 chapters and 46 articles, 4 articles less than the draft submitted at the 8th Session of the 15th National Assembly. The meeting had 11 delegates contributing their opinions on the following contents: Proposing further research on the scope of regulation and subjects of application of the Law on Teachers; clarifying more regulations on the rights and obligations of teachers; specific regulations on the regime and policies for the teaching staff...

Deputy Director of the Department of Home Affairs of Kien Giang province Ho Minh Hai proposed studying regulations on the mobilization and transfer of teachers of public educational institutions in the draft Law on Teachers.

Some delegates said that many contents in the draft Law on Teachers were assigned to the Government for detailed regulations. The delegates suggested that the National Assembly study and include specific regulations in the draft law, and only assign the Government to detail major and truly necessary contents.

Deputy Director of the Department of Home Affairs of Kien Giang province Ho Minh Hai proposed that the National Assembly review the content of "Transferring teachers of public educational institutions" (Article 19) and "Transferring teachers of public educational institutions" (Article 21), these two concepts are basically similar. Since 2008, when the Law on Cadres and Civil Servants was promulgated, only the word "transfer" was used, and the word "transfer" was no longer used. The draft Law on Teachers stipulates separate provisions for the two contents, which will cause overlap and difficulties in the implementation process.

Associate Professor, Dr. Nguyen Trung Cang - Vice Rector of Kien Giang University spoke at the meeting.

In order for the Law on Teachers to soon come into effect, Deputy Director of the Department of Education and Training of Kien Giang province Huynh Van Hoa hopes that the National Assembly Delegation of Kien Giang province will propose that the National Assembly request the Government to urgently issue a decree and circular guiding the implementation immediately after the Law on Teachers is promulgated.

Concluding the meeting, Deputy Head of the National Assembly Delegation of Kien Giang Province, Nguyen Thi Kim Be, received the delegates' comments. On that basis, the delegation synthesized and reported to the drafting agency for consideration and adjustment of the draft Law on Teaching Houses for the 9th Session of the 15th National Assembly.
