To bring a peaceful life to the people, over the years, the Pa Lau Commune Police, Tram Tau District, Yen Bai Province have always been dedicated to their work, fighting against all types of crimes, and achieving the goal of cleaning up the area.

Drug addicts were quickly screened and listed to be sent to rehabilitation centers. Along with that, the work of handling all types of crimes was vigorously implemented by the comrades, especially drug-related crimes. The journey to bring peace to the villages has been marked by the silent footsteps of the comrades of the Pa Lau Commune Police, Tram Tau District.

In the first days of the year, having the opportunity to visit Pa Lau commune, Tram Tau district, we heard many stories about the commune police force in the fight against crime, bringing back the inherent peace of the villages here. In particular, the outstanding work of the commune police in handling drug addicts in the area was highlighted.

Land of no peace

We arrived at Pa Lau commune at the beginning of the week, but most of the commune police officers had gone to the villages to collect information about the residents. Only Captain Hoang Quoc Hoan - Chief of Pa Lau Commune Police - remained at the headquarters to take on the duty of being on duty and receiving citizens. Receiving us, Captain Hoan said that currently the whole commune has 351 households, 1914 people, with nearly 100% being Mong ethnic people, the population is unevenly distributed, and the level of education is still limited. Therefore, in previous years, the control of subjects participating in the illegal use and storage of drugs (opium) by the functional forces encountered many difficulties; the harmful effects and consequences of drugs on the villagers are very serious.

Arranging work at the headquarters, the Commune Police Chief took us to visit the family of the village elder, a prestigious person Hang A Vu, in Pa Lau village, Pa Lau commune. Born and raised in the highlands covered by clouds all year round, he witnessed firsthand the negative consequences caused by the cultivation and use of opium.

Recalling the "dark" period of the past, Mr. Vu pensively recounted: Before the opium poppy cultivation was not yet banned by the government, many people here went to grow opium. There was a time when the whole village was deserted, only children were at home, while adults went into the forest to grow opium poppies. Because opium was readily available, in those days, in many villages, there were many opium addicts. Not only the elderly were addicted, but also the young and the young. Because they could not escape opium poppies, hunger and poverty persistently clung to the lives of the villagers...

After many years of efforts and efforts of the authorities, opium poppy has been completely eradicated, and there is no more replanting in the area. However, its consequences are still very serious for the local government and people; the rate of drug addicts in the area is still very high, and this is also the source of all kinds of crimes and other criminal acts such as theft, family conflicts... Hunger and poverty continue to haunt the lives of many households, causing insecurity and disorder, and are a source of insecurity for the people here.
There are many reasons why the rate of drug and opium addicts in the area is always high. One of them is historical factors, because in the past, people in Tram Tau district in general and Pa Lau commune in particular had the habit of growing and using opium.

According to preliminary statistics from Pa Lau Commune Police, when regular police came to take up their duties in the area, the number of drug addicts was quite high, which was also the cause of the loss of security and order in the locality. Pa Lau commune police went to each village to distribute leaflets to propagate drug laws, as well as the harmful effects of drugs on people.
Bring peace to the village
Right from the first days of receiving the area, the comrades of Pa Lau Commune Police quickly deployed the tasks of public security. Proactively building a work program; based on the assigned roles, responsibilities and tasks, the comrades strongly launched the movement of the whole people to protect the national security; the emulation movement for national security, setting out goals, requirements and work targets for each comrade; paying special attention to basic investigation work, professional work, work of grasping the situation, grasping the area, identifying key issues and subjects that need to be focused on solving, thereby proposing directions and measures suitable to reality.
"Through the work of grasping the situation, the Commune Police force determined that drugs are the cause of other types of crimes, causing insecurity and disorder in the area, and that drugs have caused the people here to fall into poverty and backwardness. Therefore, the Commune Police have determined to solve drug problems, especially handling cases of addiction and suspected addiction to opium..." Captain Hoang Quoc Hoan - Head of Pa Lau Commune Police said.

With the determination to clean up the area and restore peace to the people, officers and soldiers of Pa Lau Commune Police have overcome difficulties, staying in the village day and night, organizing 24/7 shifts, firmly grasping the area, "going from house to house, checking every mouth" to control the security and order situation in general and crime and drug abuse in particular; focusing on checking, making lists and sending drug addicts to compulsory drug rehabilitation.

In the past 5 years, Pa Lau Commune Police have made a list and sent 14 cases to compulsory drug rehabilitation centers; reviewed and made a list of 50 cases to be managed; discovered and arrested 03 cases and 05 subjects for drug crimes.
In addition, Pa Lau Commune Police have closely coordinated with mass organizations to promote propaganda, raise awareness and understanding of the law for the people, focusing on knowledge related to the harmful effects of drugs in general and opium poppy in particular. Organize people to sign a commitment not to replant opium poppy and not to use drugs; mobilize people to participate in the movement "All people protect national security", strongly fight against all types of crime. Many models of ensuring security and order have been built and effectively promoted, supported and highly appreciated by the Party Committee, government and people.

Pa Lau Commune Police proactively advise local authorities to effectively implement security and order work right at the grassroots level.
Talking to reporters, Mr. Hang A Su - Vice Chairman of the People's Committee of Pa Lau commune, Tram Tau district affirmed: The commune police have promoted their role as the core force in ensuring security and order; immediately after taking up their duties, the comrades quickly deployed all aspects of work, stepped up the screening of drug addicts and suspected drug addicts in the area, from which they made a management list and sent them to compulsory drug rehabilitation; thoroughly handled drug-related problems with 100% of addicts sent to rehabilitation and made a management list, no new addicts appeared. When drug abuse was pushed back, other types of crimes also decreased significantly compared to before, the village was peaceful, and people felt secure in working and producing.

Now peace has returned to the villages, the happy laughter of children and village elders has dispelled the clouds of fog that have covered the villages for so long. Coming to Pa Lau commune today, no one hears stories about growing opium poppies, stories about lamp tables anymore, instead there are new stories, stories about growing corn, growing rice on terraced fields...; people have learned to live and work according to a new way of life, children are able to go to school, villages compete to build new rural areas; prosperity appears through spacious, solid houses, terraced fields shining golden in the ripe rice season. The silent footsteps of the Pa Lau commune police have brought rays of peace and happiness to the people.
