Han Da commune, Yen Binh district has completed and has just been recognized as a model new-style rural commune after 3 years of implementation. It is difficult to express the pride from the joint efforts to achieve the results of advanced new-style rural areas, model new-style rural areas of the people in this locality. The results of new-style rural areas - what people see most clearly is the strong change in quality of life, both material and spiritual.
That is the rural infrastructure invested synchronously, favorable for economic development. The local agricultural economy has had a clear breakthrough, bringing economic efficiency and high competitiveness in the market with a citrus fruit growing area of over 180 hectares, a tea area of 190 hectares is being invested to gradually switch to cultivation and production according to VietGAP standards.
At the same time, the commune has developed 20 commercial livestock facilities. In particular, the forest economy has been effective with over 1,000 hectares of planted forests, of which nearly 20 wood production and processing workshops in the area are operating regularly, contributing positively to the budget, while creating jobs and stable income for hundreds of local and regional workers each year.
Secretary of the Party Committee of Han Da Commune Tang Thanh Cong said: "Reorganizing production to develop the economy in building new rural areas is an important foundation for the locality to shift from fragmented, small-scale production to cooperative models, cooperative groups, and modern agricultural enterprises, acting as a link between people and businesses in the production and consumption of local key agricultural products according to the value chain, helping to increase product value and develop the economy sustainably; the goal is to increase income and improve people's lives. By the end of 2024, the average income of people in the commune will reach nearly 61 million VND; the multidimensional poverty rate will decrease to 5.09%".
Han Da is just one of many localities in Yen Binh that are following the district's direction, which is to link economic development with new rural construction. Identifying agriculture as an important pillar in the local economic structure, Yen Binh district promotes the planting of large timber forests, developing key tree areas such as tea, Dai Minh grapefruit, citrus fruit trees, aquaculture areas, etc., applying high technology to improve productivity and quality. Agricultural cooperatives have been established to help increase the value of the supply chain, connecting production with the market.
In 2024, the district will establish 51 new enterprises, 12 cooperatives, and 60 cooperative groups. Policies to support the development of agricultural, forestry, and fishery production in 2024 according to Resolution No. 69/2020/NQ-HDND of the Provincial People's Council with a total disbursement of over 4.6 billion VND will be actively implemented.
Of which, nearly 500 million VND has been supported to develop a sustainable raw material forest area of over 230 hectares; nearly 1.3 billion VND has been supported to develop livestock farming towards the production of commodity products and organic specialties for 87 establishments and 3 cooperatives; costs for purchasing new breeds for livestock farming linked to production in the form of cooperatives/cooperatives with a minimum scale of 20 animals or more for 3 cooperatives; implementation of a project on linked production according to the value chain linking production with consumption of Bat Do bamboo shoots in My Gia commune and Cam Nhan commune; Project to support the development of organic cinnamon production linked to the value chain in Tan Huong commune...
Currently, Yen Binh district has over 36,712 hectares of production forest and 5,564 hectares of natural forest, the forest coverage rate has reached 54.8%. It can be seen that with many efforts from support programs for planting large timber forests and multi-purpose forests deployed synchronously and widely in the area, it has encouraged people to switch from planting short-term forests to perennial trees with high economic value. Up to now, the whole district has nearly 11,000 hectares of forest certified to meet FSC standards.
In 2024, Hoa Phat Forestry Joint Stock Company organized the third annual assessment to maintain the FSC/FM certificate assessed by BV Organization with an area of nearly 5,000 hectares in 4 communes: Dai Dong, Phu Thinh, Tan Huong, Thinh Hung; completed the establishment of monitoring tables and status maps for 625 forest owners participating in FSC. Mai Lam Forestry Company Limited coordinated with the District Representative Board to correct errors and conduct annual assessments to maintain the certificate for 1,643.08 hectares/1,779.8 hectares of forest in 6 communes and towns: Bach Ha, Phuc An, Vu Linh, Xuan Lai, Yen Binh and Thac Ba town...

Since the beginning of the year, localities in the district have planted over 3,196 ha/3,100 ha, reaching over 103% of the annual plan and 101.5% of the adjusted plan. Of which, nearly 2,500 ha of concentrated forest planting, all of which are reforestation areas after exploitation, scattered tree planting of 700 ha, bringing the total forest planting area in the area to over 36,700 ha; logging over 304,000 m3 of various types of planted forest wood.
The economy must be the driving force in building new rural areas and with the determination to promote agricultural development towards improving quality, efficiency, and added value associated with building sustainable new rural areas, on the basis of effectively implementing mechanisms and policies to support the development of agricultural, forestry, and fishery production according to Resolution No. 69/2020/NQ-HDND and other relevant policies, Yen Binh district sets a target that by the end of 2025, the whole district will have more than 12,000 hectares of large timber forests, of which: the area converted to large timber forests is more than 9,000 hectares; the newly planted forest area is 3,200 hectares (FSC certified forest area is 2,000 hectares), ensuring the maintenance of a forest cover rate of 54.8%; striving for the forest area to be certified with FSC and certified with organic cinnamon in the whole district to reach over 16,600 hectares. The whole district has 1 more commune recognized as meeting advanced new rural standards; 1 commune meets model new rural standards.
In 2025, the district will develop 5 new OCOP products and re-evaluate 11 products; maintain and promote the effectiveness of existing projects and develop new projects to support the development of production linked to the value chain. At the same time, Yen Binh will continue to maintain and develop specialized raw material areas with key products and specialties, research and develop a number of new products suitable to the soil and climate conditions of the district; expand models of livestock farming, farms, semi-industrial, biosafety industry; continue to develop multi-purpose forestry; do a good job of protecting and developing forests, researching and developing the economy under the forest canopy...
Economic development in parallel with the construction of new rural areas in Yen Binh with the effective exploitation of economic potential and strengths, of which agriculture is the pillar, has contributed to promoting economic growth, production development, creating a foundation for sustainable local economic growth. Looking from the highest goal of building new rural areas, it does not stop at completing the prescribed criteria but improving the quality of life and happiness index of rural people and the orientation of economic development must be associated with the construction of new rural areas of Yen Binh district is also not outside this goal. In 2025, Yen Binh district is determined to fully complete the goals, increasing the happiness index of people by 2-3% compared to 2024.
