Before being recognized as a National Tourist Area on August 24, 2020, Mui Ne tourist area had implemented the Master Plan for the development of Mui Ne National Tourist Area, Binh Thuan province to 2025, with a vision to 2030, approved by the Prime Minister in Decision No. 1772/QD-TTg dated December 18, 2018, initially providing overall orientations for tourism development for the area with main contents such as forecasting the number of tourists, tourism products, tourism markets...
To continue planning issues of attracting and implementing investment, developing tourism and socio-economy, it is necessary to establish a Master Plan for the construction of Mui Ne National Tourist Area with a long-term vision to 2050, in accordance with the Planning of Binh Thuan province and other related policies and orientations.

Regarding the scope and boundary of planning, the planning area is 14,760 hectares, of which Phan Thiet city area is about 6,625 hectares, Bac Binh district area is about 7,165 hectares and Tuy Phong district area is about 970 hectares. The indirect research scope includes areas adjacent to the boundary of Mui Ne National Tourist Area in Bac Binh, Tuy Phong districts and Phan Thiet city.
The establishment of the Master Plan for the construction of Mui Ne National Tourist Area to 2040, with a vision to 2050, has five main objectives. The first objective is to build and develop Mui Ne National Tourist Area into an international tourist center, a leading destination in the Asia-Pacific region, creating a driving force to spread to other areas in the province, contributing to improving the competitiveness of Binh Thuan tourism, making tourism a key economic sector and one of the three pillars of the province, thereby promoting the development of tourism in the North Central and Central Coast in particular and the country in general.
The second goal is to build Mui Ne National Tourist Area into a modern, civilized, green, clean, beautiful one with high-quality infrastructure; to preserve, conserve, embellish and promote the value of relics, cultural and historical heritages, landscapes, and scenic spots in the area.
The third goal is to build a scientific foundation and legal basis to call for and attract investment in construction, resolve existing limitations and shortcomings, and control development at Mui Ne National Tourist Area.
The fourth objective is to specify the objectives, targets, tasks, solutions and contents of the Vietnam Tourism Development Strategy to 2030 approved by the Prime Minister in Decision No. 147/QD-TTg dated January 22, 2020; orientation on tourism development of Binh Thuan province in the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1701/QD-TTg dated December 27, 2023, Decision No. 415/QD-TTg dated March 22, 2021.
The fifth goal is to build the Mui Ne National Tourism Area Master Plan and subdivisions with a synchronous social and technical infrastructure system, utilities, services, diverse, unique, high-quality tourism products, with brands and the ability to compete with countries in the region and internationally, protecting and promoting the values of cultural characteristics, architecture and natural landscapes.
Mui Ne National Tourist Area will develop beach resort tourism, sea sports, tourism associated with the typical landscape and terrain of "sand".
In terms of nature, Mui Ne tourist area will be a national tourist area that develops tourism in harmony with urban development, a tourist center with outstanding tourism products including sea resort tourism, sea sports, tourism associated with the characteristics of landscape and terrain "sand". This will also be a cultural center with outstanding values of Cham culture, culture of coastal communities and traditional festivals.
The planning area has rich tourism resources with beautiful coastlines and many ethnic groups living with unique cultural traditions, especially Cham culture expressed through cuisine, festivals, crafts, and performing arts. The area has a number of works and spaces with cultural and historical values such as the Po Sah Inư Cham tower complex, Ong Hoang Tower, Bau Trang scenic spot, Mui Ne red sand dunes, Suoi Tien, Mui Ne fishing village...
It is forecasted that by 2030, the population in Mui Ne National Tourist Area will be about 200,000 people; the number of tourists will reach about 14 million; accommodation facilities will be about 41,000 rooms; and land for construction of functional areas will be about 9,909 hectares.
By 2040, the population will be about 300,000 people; the number of tourists will reach about 25 million; accommodation facilities will be about 71,500 rooms; land for construction of functional areas will be about 12,986 hectares.
Mui Ne National Tourist Area will develop according to the model of "One coastal corridor - Four centers - Multi-directional access to the sea". Specifically, the tourist area will form a coastal road traffic route with a length of 63km, in the Northeast - Southwest direction, from Phan Ri Cua to Phu Hai, which is the coastal corridor as well as the main backbone of Mui Ne National Tourist Area; at the same time, many traffic routes to access the sea in the tourist area will be created, linked with open spaces, sea square spaces, tourism services and parking lots to serve tourists and the community.
Based on the outstanding characteristics and features of each area, the spatial structure diagram and administrative boundaries, Mui Ne National Tourist Area is divided into 4 main areas, which are also 4 tourist centers, including: Phu Hai - Ham Tien area; Mui Ne area; Hoa Thang - Nam Hong Phong area; Phan Ri Cua coastal area...

After listening to the report, the members of the Appraisal Council assessed that the Planning Project was carefully prepared, the dossier was complete, ensuring the legal basis, the procedures were in accordance with the law and fully received the opinions of the Ministries and branches.
However, the Appraisal Council also contributed some opinions for the People's Committee of Binh Thuan province to coordinate with the consulting unit to complete the Project, emphasizing the contents of reviewing the inherited and absorbed contents from the Master Plan for the development of Mui Ne National Tourist Area, Binh Thuan province to 2025, with a vision to 2030; reviewing ongoing projects in accordance with the planning; reviewing the water supply, drainage, and centralized wastewater treatment systems.
Pay attention to creating highlights for the urban area; clearly identify the area for nature conservation; supplement the content of underground infrastructure development, update the natural conditions changing due to climate change; supplement the connection with tourism sub-regions; pay attention to developing Phan Thiet airport area; clarify inter-regional and national traffic connections, focus on developing public transport; clarify the content of forestry planning; ensure security and defense in the area; update and unify data until 2024...
Overview of the Council for Appraisal of the Master Plan for Construction of Mui Ne National Tourist Area, Binh Thuan Province to 2040, with a vision to 2050.
On behalf of the local government, Vice Chairman of Binh Thuan Provincial People's Committee Nguyen Minh fully accepted the opinions of the Appraisal Council, requesting the Department of Culture, Sports and Tourism to soon coordinate with the consulting unit to complete the planning project and submit it to the Prime Minister for consideration and approval.
Authorized by Deputy Minister of Construction Nguyen Tuong Van, Director of the Department of Planning and Architecture Tran Thu Hang delivered a concluding speech at the Conference, summarizing the opinions of the Appraisal Council and requesting localities to focus on completing some contents.
Firstly, it is to clarify the context of implementing the Project during the time when Binh Thuan province has to implement higher-level planning, as a premise for implementing the Mui Ne National Tourism Area planning.
The second is to review the legal basis of the planning project. The third is to more carefully assess the current status of natural conditions, social infrastructure, technical infrastructure, economic infrastructure, investment projects, etc.
Fourthly, review the characteristics of natural conditions, landscape, culture, etc. to develop tourism. Fifthly, review the forecasts of population size and tourist size. Sixthly, review the appropriate application criteria for each area. Seventhly, add explanations and drawings to clarify the connection with surrounding areas. Eighthly, clarify the content of minerals, forest land, etc.
The Appraisal Council unanimously approved the Planning Project and submitted it to the Prime Minister for consideration and approval after the locality coordinated with the consulting unit to fully absorb comments to complete the Project.
