According to information from the People's Committee of Binh Duong province, on March 11, Mr. Nguyen Van Loi, Secretary of the Binh Duong Provincial Party Committee, worked with Mr. Oh Dongkun, General Director of Becamex Tokyu Company to discuss the situation of borrowing ODA capital from Japan to build a number of infrastructure projects in the province.
Perspective of Binh Chuan intersection on Ring Road 3, Ho Chi Minh City, section through Binh Duong province
At the meeting, Mr. Nguyen Van Loi highly appreciated the projects that Tokyu Group is investing in Binh Duong. Regarding the project to improve public transport infrastructure in Binh Duong province supported by ODA loans from the Japanese Government, Mr. Loi said that before the project was approved, the Government had no policy to build Ho Chi Minh City Ring Road 3.
However, currently, Ho Chi Minh City Ring Road 3 is under construction, of which the section passing through Binh Duong province is 26 km long, currently the 15 km long section coincides with the My Phuoc-Tan Van road which is in operation and coincides with the bus rapid transit (BRT) project.
According to the original plan, the section that overlaps with the BRT route at the intersections with Ring Road 3 will be converted into an elevated overpass. However, to make the project more effective, Binh Duong proposed to adjust this overlapping section to an underpass.
"Binh Duong will implement this project and is submitting it to the competent authorities for early approval in accordance with the correct procedures and progress," informed the Secretary of the Binh Duong Provincial Party Committee.
At the meeting, the Secretary of the Binh Duong Provincial Party Committee requested that departments and branches coordinate with Becamex Tokyu to soon arrange a meeting with the Japan International Cooperation Agency (JICA) to reach a consensus on project adjustment policies, and cooperate and reach consensus right from the project's inception.
It is known that the project to improve public transport infrastructure in Binh Duong province has a total investment capital of more than 2,000 billion VND, of which the expected ODA loan capital from Japan is more than 1,300 billion VND, and the counterpart capital of Binh Duong province is more than 700 billion VND.
The project includes several main items such as 6 overpasses at major intersections on My Phuoc - Tan Van road (now Ring Road 3, connecting Ho Chi Minh City with Binh Duong, Dong Nai, Long An).
Another item of the Project is the investment in a BRT bus route connecting Binh Duong New City to Suoi Tien Station, over 30 km long. The project will be implemented in the period 2019-2025.
