On the morning of October 11, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province organized the Forum "Listening to the voices of the grassroots Front" between the Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and the team working on the Front at all levels of Nghe An province.
Attending the Forum, Central delegates included Major General Tran Duc Thuan - Standing Member of the National Assembly's Defense and Security Committee, XV National Assembly Delegate.
The leaders of Nghe An province include: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Nguyen Nam Dinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; Ngoc Kim Nam - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of Vinh City Party Committee; Nguyen Van De - Member of the Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Committee.
The forum was attended by more than 13,900 cadres, civil servants and non-professional Front staff at 442 district and commune-level points throughout Nghe An province.
Speaking before nearly 14,000 delegates, comrade Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front highly appreciated the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province for proactively advising the Standing Committee of the Provincial Party Committee to allow the organization of the forum.
This is a very special forum, held right after the success of the 8th Central Conference (term XIII); before the 6th Session of the 15th National Assembly and before the Congress of the Vietnam Fatherland Front at all levels, towards the 10th Congress of the Vietnam Fatherland Front, term 2024-2029.
“This is a very meaningful activity for those working in the Front to meet, exchange and speak out; it is an opportunity for the Central Front and I personally to listen to the thoughts, aspirations, difficulties, concerns and some problems in the organization and operation of the Vietnam Fatherland Front. This is also a very special meeting with voters, listening to very dedicated, very responsible and very profound opinions” - comrade Do Van Chien acknowledged.
At the Forum, opinions focused mainly on three main groups of issues: Organization of the Front apparatus; content, methods of operation and mechanisms to ensure the operation of the Front; issues related to the preparation for the Congress of delegates of the Front at all levels in the coming time.
Party Central Committee Secretary Do Van Chien commented: These are very enthusiastic, profound, practical opinions, carrying the breath of life from the grassroots. He respectfully thanks and fully acknowledges them, and in his position affirms that he will make the greatest effort to resolve within his authority and propose to his superiors to resolve issues beyond his authority, with the desire to best respond to recommendations from the grassroots and practical requirements.
At the forum, comrade Do Van Chien discussed further about 3 groups of content that delegates were interested in.
Regarding the organizational work of the Fatherland Front at all levels, he said: The Politburo issued Decision No. 97 upgrading the Party Delegation of the Vietnam Fatherland Front from directly under the Secretariat to directly under the Politburo.
The Politburo also issued Decision No. 120 regulating the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front. This is a historic and very important decision, fundamentally changing the organizational structure of the apparatus.
Conclusion 35 of the Politburo on the list of leadership positions and equivalent positions of the political system from the central to grassroots levels has enhanced the role and position of the Vietnam Fatherland Front.
Regarding the content, methods, mechanisms and policies to ensure the operation of the Vietnam Fatherland Front, comrade Do Van Chien said that our country's political system is that the Party leads, the State manages, and the People are the masters.
In particular, the documents and regulations are sufficient conditions for the Fatherland Front to fulfill its mission of gathering great solidarity; supervising and criticizing society; protecting the legitimate rights and interests of the People and being the core for the People to be the masters.
Regarding issues related to preparations for the Congresses of the Fatherland Front at all levels, Secretary of the Party Central Committee and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien noted that the Congresses of the Vietnam Fatherland Front at all levels are being conducted while the Project on merging administrative units is being implemented.
Therefore, it requires very close leadership from the Party Committee; at the same time, the Central Committee of the Vietnam Fatherland Front will conduct surveys and provide guidance to ensure the implementation of both tasks at the same time.
At this Congress, the Chairman of the Central Committee of the Vietnam Fatherland Front emphasized the need to thoroughly grasp and implement fully, closely and deeply the spirit of the new Resolution of the 8th Central Conference (13th tenure) on continuing to promote the tradition of great national unity to build our country to be increasingly rich, prosperous and happy.
This Resolution determines: Relying on the people, taking "the people as the root", arousing and promoting the will of self-reliance, self-strengthening, cultural traditions, patriotism, the strength of the great national unity bloc, building a "people's heart position", taking "people's peace" as the decisive factor for all victories in the cause of building and defending the Fatherland.
Comrade Do Van Chien also said that this congress of the Vietnam Fatherland Front at all levels must carry out the spirit of the 13th National Party Congress, which is to innovate the organization, content, and methods of operation to ensure that the Vietnam Fatherland Front increasingly better fulfills its noble mission.
Accordingly, first of all, the Vietnam Fatherland Front only has members, no union members or association members. The target of service is the people, the area is residential areas, taking the residential areas as united, peaceful and developed as the evaluation criteria of the Front.
At the same time, the decisive factor for all victories and activities of the Vietnam Fatherland Front is the cadre work. Therefore, the Vietnam Fatherland Front Committee has developed a project to train and improve the quality of cadres, with the desire to build a team of Front cadres at all levels who are "closely attached to the people; devoted to the people's love; responsible to the people's love; disciplined to the people's respect; dynamic to the people's benefit".
Third is to improve the quality and efficiency of operations, supervision and social criticism in the spirit of Directive 18 of the Secretariat.
“Supervision must be close, criticism must be in-depth; strongly promote advisory councils, expert and collaborator regimes; promote the intelligence and creativity of all social classes,” emphasized Party Central Committee Secretary and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.
On this occasion, comrade Do Van Chien respectfully thanked the Provincial Party Committee, People's Council, People's Committee, and National Assembly Delegation of Nghe An province, headed by the Provincial Party Secretary, for their attention, leadership, direction, and creation of favorable conditions for the Vietnam Fatherland Front at all levels of the province to operate and serve the people better and better.
He expressed his sincere thanks to the cadres in the Front system who have been working day and night with the movement, with enthusiasm, dedication and all their efforts to serve the cause of the Vietnam Fatherland Front, the cause of great national unity, contributing to building Nghe An province and our country to become more and more prosperous.
I really hope that after this forum, we will continue to further enhance the role and position of the Vietnam Fatherland Front; continue to build the image of dedicated Front cadres in the hearts of the people, strongly focus on the grassroots, listen to the voice of the people, act for the people so that the Front is truly a common home for all classes of people; continue to promote the strength of the great national solidarity bloc, strongly arouse the spirit of patriotism, self-reliance, belief, aspiration to contribute, contribute together with the Party Committee, government and all classes of people to be determined to build and develop Nghe An province to become a fairly good province as stated in Resolution No. 39-NQ/TW of the Politburo; build our province with a strong Vietnamese cultural identity, Nghe An culture, worthy of being the homeland of the great President Ho Chi Minh and we will well implement his teachings: Unity, unity, great unity; success, success, great success.
