On the morning of August 3, the provincial delegation led by comrade Tran Hong Minh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation inspected the implementation of the City Bypass Road Construction Investment Project. A number of departments, branches, units and the City also attended.
The City bypass construction investment project is invested by the Department of Transport, designed according to the mountainous level III standard, 2 lanes according to TCVN4054-2005 standard, the route length is about 7.56 km, the total investment is 221,880 billion VND. The project started in January 2023, expected to be completed by June 2024. The accumulated disbursement since the start of construction reached 81,023/141.61 billion VND, equal to 57.22% of the total allocated capital.
Regarding site clearance, phase 1 (2008 - 2014) completed site clearance reaching about 80% of the volume, handing over the construction site to the contractor to construct 5.5/7.56 km ; phase 2 (2021 - 2024) the investor registered the land use plan for 2023, the additional land area of the project compared to phase 1 is 0.96 ha (technical treatment of landslides on the roadbed), appointing a contractor to measure and adjust the cadastral map to serve the work of inventory, compensation and site clearance. Currently, cadastral map adjustment of the project area is being carried out.
Through actual inspection, the project still has some difficulties and problems in site clearance in Duyet Trung and De Tham wards; construction site, transportation route to the project's waste disposal site are stuck in some locations where there is no site, the construction route is not clear, leading to difficulties in waste transportation, changing the direction of the transportation route, increasing the distance, transportation costs and increasing construction costs...
During the inspection, the Department of Transport recommended: The Provincial People's Committee directs the investor of Urban Development Project No. 7A to construct Route N5 to ensure synchronous connection with the City Bypass Project and complete by June 30, 2024. The City People's Committee directs the City Land Fund Development and Site Clearance Center, departments, offices, and affiliated units to request households that have been compensated in the previous phase (2008 - 2014) to dismantle, move, and hand over the site to the investor to implement the project, promptly resolve congestion points to clear the route and serve the dumping work. Coordinate with the Department of Transport to promptly resolve difficulties in the process of project implementation in the area under the City's management... The Department of Natural Resources and Environment coordinates to guide the investor and the City People's Committee to carry out procedures on land registration and plot maps. The Department of Agriculture and Rural Development coordinates to guide investors in carrying out procedures for converting forest use purposes...
Concluding the inspection, the Provincial Party Secretary requested the investor and contractor to review the remaining problems, step up propaganda, and mobilize people to comply with policies and regulations on compensation and site clearance, and hand over clean sites to the construction unit. The investor, supervision consultant, and designer need to identify the locations of the slopes that have slid or collapsed on the route and take immediate measures to handle them; inspect and review the landslides and slides and have a document for the construction unit to handle them to ensure safety. The city coordinates to immediately resolve the problems related to site clearance before August 30, 2023; all households that meet the prescribed conditions must immediately deploy, measure and check compensation urgently, resolutely implement measures including enforcement; strengthen propaganda work for the people to create consensus among the people about the project. For the landfill location, the City will synthesize people's opinions and the City Department of Natural Resources and Environment will coordinate to resolve problems and complete land reclamation before August 15, 2023.
Investors, consultants, and construction units must mobilize machinery and equipment to speed up construction progress, completing each step neatly; speed up disbursement progress to reach 100% by the end of the year. From now until August 30, 2023, investors and the City must completely resolve site clearance and waste disposal locations to facilitate project construction to complete on schedule.
