Provincial Party Secretary Nguyen Doan Anh works with the Department of Agriculture and Environment

On the morning of March 18, 2025, comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, and the working delegation had a working session with the Department of Agriculture and Environment. Also attending the working session were comrades of the Provincial Party Committee Standing Committee: Pham Thi Thanh Thuy, Chairwoman of the Provincial Fatherland Front Committee; Mai Xuan Liem, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches, sectors and units.

At the meeting, Mr. Cao Van Cuong, Director of Thanh Hoa Department of Agriculture and Environment, said that the Department of Agriculture and Environment was established on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; officially put into operation from March 1, 2025. After the organization and streamlining, the Department of Agriculture and Environment has 1 director and 8 deputy directors, 571 civil servants, 517 public employees and 79 labor contracts; the organization includes 9 specialized departments, 7 branches and 1 equivalent unit, 20 public service units.

The conference also heard reports on achievements in the fields of agriculture, natural resources, environment and difficulties and obstacles in the implementation of tasks after the merger of the two departments.

He suggested that the Provincial Party Secretary pay attention to and prioritize resources to implement projects to arrange and stabilize residents in areas at high risk of flash floods, landslides in mountainous districts; invest in upgrading and repairing irrigation works, dykes, especially sewer systems.

Removing legal difficulties related to land, especially for large projects being implemented in the province. Prioritizing funding for the construction of land databases and digital transformation. The work of granting land use right certificates is still pending.

At the meeting, in addition to clarifying the results of work in the past time, the discussion opinions also pointed out the shortcomings and limitations in the areas within the scope of the industry's tasks, especially in important and sensitive areas such as environment, land management, mineral resources management... The opinions also raised difficulties and obstacles in the process of performing tasks after the organization's restructuring and streamlining; proposed solutions to remove and overcome them to effectively perform tasks in the coming time.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Doan Anh affirmed the important role and tasks of the agricultural and environmental sectors. Therefore, the collective leadership, key officials; civil servants, public employees, and workers of the Department of Agriculture and Environment of Thanh Hoa must closely follow the functions and tasks, uphold the spirit of solidarity and unity, maintain political will and promote the highest sense of responsibility in performing assigned tasks; innovate methods and styles to better serve the people and businesses. Pay attention to arranging staff according to their qualifications and capacity. At the same time, fully and promptly implement policies for officials, civil servants, public employees, and workers affected by the process of restructuring and streamlining the apparatus.

He also requested the Department of Agriculture and Environment of Thanh Hoa to strictly manage public assets and use them effectively; focus on enhancing technology and digital transformation. Regarding the implementation of agricultural and environmental projects, it is necessary to review and prioritize resources to implement urgent projects first and implement them effectively.

Continue to promote administrative reform in the spirit of better serving businesses and people, improving the quality of advice for the province in the assigned areas; focus on removing and effectively overcoming difficulties, obstacles, and bottlenecks in handling work; speed up the progress of land measurement, construction of land database, progress of granting land use right certificates; review the process of auctioning, assigning mines, granting mineral exploitation rights; strengthen management, rectify shortcomings, strictly handle violations in mining activities; thoroughly resolve hot spots of environmental pollution.
