On the morning of June 1, the National Assembly continued to discuss the content of the supplementary assessment of the results of the implementation of the socio-economic development plan and state budget in 2022, and the implementation of the socio-economic development plan and state budget in the first months of 2023.
Using the right to debate with deputies Tran Huu Hau, Ta Van Ha, and To Van Tam speaking at the meeting on May 31 about cadres who dare to think and dare to do, deputy Vu Trong Kim (Nam Dinh) asked the deputies who spoke before him to "read carefully Resolution 7 of the Central Committee (Resolution of the 7th Conference of the 12th Central Executive Committee on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity, and prestige, equal to the task - Resolution No. 26-NQ/TW)".
Deputy Vu Trong Kim said that he agreed with some of the opinions of the above deputies, but thought that they had not yet clearly stated the most sensitive reason. “The fear of making mistakes is real, but yesterday, comrades did not state the most sensitive reason. Not only are they afraid of making mistakes, but they also avoid and push things aside, taking whatever is favorable for themselves, and pushing whatever is difficult to the organization or to other people,” Deputy Vu Trong Kim frankly said.

Referring to the 7th Central Resolution and the important speech of General Secretary Nguyen Phu Trong, in which the General Secretary clearly stated that a number of cadres are afraid that the fight against corruption will be strong and become stronger, but the cadres will lose their will and dare not do it, Deputy Vu Trong Kim said: "This is the reason I think the delegates have not mentioned. We just talk in circles."
The delegate proposed that from now on, inspection, auditing, and other relevant agencies in charge of agencies and units must jointly take responsibility for the mistakes of the inspected agencies and units if they fail to point out the mistakes and violations. In addition, it is necessary to avoid criminalizing economic cases.
The delegate said he strongly agreed with the statement of delegate, Lawyer Truong Trong Nghia (HCMC) about creating conditions for lawyers to fulfill their duties and do so excellently in the environment of a socialist rule of law state.
Continuing, Delegate Le Thanh Van (Ca Mau) debated with Delegate Vu Trong Kim about the cadres who “do nothing”. According to Delegate Le Thanh Van, Delegate Vu Trong Kim “has not yet pointed out the nature, cause and solution” for this situation.
This department has 3 groups: group 1 is ignorant, so can't do anything; group 2 is not beneficial so won't do anything; and group 3 knows but is afraid to do anything.
All three groups have not fulfilled their obligations as mandated by the law, in this case by the State and the people. Such violations must be dealt with. It is a pity that the authorities at all levels and sectors see that officials are in violation when they do nothing, but do not deal with them.
“A person who does nothing but causes serious consequences must still be criminally prosecuted,” emphasized Deputy Le Thanh Van. “For example, a doctor who does not save a person and causes death must be prosecuted. So why is a provincial chairman who does nothing leading to economic stagnation and no development, causing businesses and people to suffer and have difficulties, and causing even greater consequences than that doctor not prosecuted?”
