(HNMO) - On the morning of June 15, the 13th meeting of the Executive Committee of the Hanoi Party Committee, term XVII, continued to work. At the beginning, delegates discussed in groups to give opinions on the mid-term summary reports and the draft Directive of the Standing Committee of the City Party Committee on strengthening discipline, order and responsibility in handling the work of Party committees at all levels, localities and units under Hanoi city.
The conference was chaired by comrades: Politburo member, Secretary of the City Party Committee, Head of the City National Assembly Delegation Dinh Tien Dung; Party Central Committee member, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen; Party Central Committee member, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; Deputy Secretary of the City Party Committee Nguyen Van Phong.
Attending the conference were representatives of a number of central agencies; members of the Standing Committee of the City Party Committee, members of the City Party Committee; heads of departments, branches, organizations, agencies, units; secretaries of district, town, and city Party Committees and Party Committees directly under the Hanoi Party Committee.
At Group 1, Secretary of the Hanoi Party Committee Dinh Tien Dung asked delegates to focus on giving opinions on the above draft Directive, focusing on clarifying the manifestations of shirking, avoiding, fearing responsibility, not daring to think, daring to do; on that basis, there are sanctions to handle specific responsibilities for collectives and individuals; not allowing the situation of leveling, those who do well as those who do not do well.
“Whatever you say, through the implementation of the Directive, we must tighten discipline and order, enhance the responsibility of each cadre and civil servant, work must be done well, and the people must be supported to be effective,” the Secretary of the City Party Committee emphasized; at the same time, he said that cadres and civil servants, according to their functions and duties, must have clear political views, must have a spirit of criticism and self-criticism.
Notably, according to Vice Chairman of the City People's Council Pham Qui Tien, the Directive has a general guiding meaning, on that basis, Party committees, Party organizations, departments, branches and sectors must concretize it into implementation plans, regulations and working procedures. Currently, the procedures and regulations of departments and sectors approved by the City People's Committee are good, but the internal procedures in the departments are still very few and limited.
Comrade Pham Qui Tien said that in order for the Directive to be effectively implemented, it is necessary to attach personal responsibility to the performance of tasks under the direction of the City Party Committee, the Standing Committee of the City Party Committee, the Secretary of the City Party Committee, Chairman of the City People's Committee; conclusions of inspections, audits, and checks; handling of petitions... In particular, there must be a mechanism to regularly count the results of this work as a basis for evaluating cadres and civil servants.
