
The pesticide collection tank is located near Doi Cao village, Thanh An commune (Dien Bien district), so the commune People's Committee assigned the village the task of managing and instructing farmers to collect pesticide bottles in the right place. However, since being put into use, the tank has lost its lid and is always full of household waste. Ms. Lo Thi Chung, Chieng An village, Thanh An commune (Dien Bien district) shared: My family has a field near the pesticide collection tank, so I often witness the situation of household waste being "thrown in the wrong place". There are days when the mouth of the pesticide collection tank is full of garbage, people switch to throwing it around the tank, and every time there is a whirlwind, the garbage thrown near the tank area flies all the way to the edge of my field, which makes my family very upset. Faced with this situation, Doi Cao village has implemented many solutions to limit this situation of littering in the wrong place. Mr. Luong Quy Tuan, Head of Doi Cao Village, shared: The village has hired a person to monitor and detect cases of littering in the wrong place. With the agreement of the Commune People's Committee, in case of littering in the collection tank, we will make a record and impose an administrative fine of 1,500,000 VND, which will be used to clean up the sanitation fund and hire a monitor. However, the implementation process encountered many difficulties. For example, monitoring all day without detecting any violations, but when people come back to rest, eat, and bathe in the evening, the next morning the tank and surrounding area are filled with garbage. "We do not have enough human resources and financial resources to be on duty day and night!" - Mr. Tuan said indignantly.
Along the road to the Thanh An Commune People's Committee headquarters, which is more than 1km long, there are 2 pesticide waste collection tanks with their lids missing, and weeds growing inside and outside the tanks. According to Mr. Lo Van Chinh, Chairman of Thanh An Commune People's Committee, the commune is currently managing and using 11 pesticide waste collection tanks, which the commune government has assigned to each village and hamlet to manage. Although many solutions have been implemented, in reality, the situation of dumping household waste into pesticide waste collection tanks is still happening. In the fields, there are still many packages and bottles of used pesticides littered around...

Explaining the current situation of some pesticide collection tanks becoming household waste tanks in communes in the district, Mr. Dang Van Tuan, Head of the Department of Natural Resources and Environment of Dien Bien district, said: Due to being invested and put into use for a long time, the tanks have lost their lids, which creates conditions for some people who lack awareness to throw garbage into the tanks. Every year, the unit has a document requesting communes to count the volume of pesticide packaging and bottles collected for transportation and treatment. However, there are still communes that do not register, because the volume of pesticide bottles is small, over time the tanks become places to store household waste. Also according to Mr. Tuan: To achieve efficiency and avoid wasting investment resources, in the coming time, the specialized agency will continue to survey and propose a plan to arrange the tanks reasonably. Along with that, it will thoroughly instruct and guide communes to integrate propaganda in people's meetings about the harmful effects of indiscriminately dumping pesticide bottles.

Although agreeing with the solutions from the professional agencies, many people believe that propaganda and mobilization alone is not enough, and that there should be stricter and tighter sanctions for those who litter pesticide bottles and packaging into the environment as well as dump household waste into tanks that specialize in collecting pesticide bottles.
