Closing of the eighth session of the 15th National Assembly

On the afternoon of November 30, at the National Assembly House, under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man, the 15th National Assembly held the closing session of its eighth session.

At the closing session, the National Assembly voted to pass: the Data Law, the Electricity Law (amended), the Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights; the Resolution on the investment policy of the high-speed railway project on the North-South axis; the Resolution on questioning activities at the eighth session of the 15th National Assembly and the Resolution of the eighth session of the 15th National Assembly.

In his closing speech, National Assembly Chairman Tran Thanh Man said that after 29.5 days of serious, scientific, democratic and highly responsible work, with a spirit of innovation, timely removal of difficulties and obstacles, overcoming bottlenecks, clearing resources, focusing highly on serving socio-economic development, ensuring national defense and security and improving people's lives, the eighth session of the 15th National Assembly has completed all the contents of the proposed program.

Firstly, on the basis of careful and thorough consideration, with the spirit of innovation in law-making, the National Assembly voted to pass 18 laws with a high approval rate, including laws and resolutions that are of great interest to businesses, voters and people such as: Law on Trade Unions (amended), Law on amending and supplementing a number of articles of the Law on Pharmacy, Law on Health Insurance, Law on Value Added Tax (amended), Law amending 4 Laws in the field of investment, Law amending 9 Laws in the field of finance and budget...

The National Assembly also considered and approved 21 resolutions, including 4 legal resolutions; the National Assembly gave its first opinions on 10 other draft laws.

Second, the National Assembly discussed the Government's reports on the results of the implementation of the socio-economic development plan and the state budget for 2024 and reviewed and decided on the socio-economic development plan, the state budget estimate, the central budget allocation plan for 2025 and many reports and projects on urgent issues, serving the national economy and people's livelihood, maximizing resources and development opportunities such as: Resolution on the establishment of Hue city under the Central Government; high-speed railway project on the North-South axis; policy to restart investment in the Ninh Thuan Nuclear Power project...

Third, the National Assembly reviewed the report and passed the Resolution on thematic supervision of “the implementation of policies and laws on real estate market management and social housing development from 2015 to 2023”; discussed the report synthesizing opinions and recommendations of voters and people; the results of supervision of the settlement of voters’ recommendations and a number of other important reports. The National Assembly conducted questions and answers in 3 areas: banking, healthcare, information and communications.

Fourthly, personnel work has been carried out strictly in accordance with Party regulations and State laws; the National Assembly has elected the President of the Socialist Republic of Vietnam; elected members of the National Assembly Standing Committee, the Secretary General of the National Assembly; approved the appointment of the Minister of Finance, the Minister of Transport; Judges of the Supreme People's Court; and at the same time carried out other personnel work within its authority and achieved high consensus and unanimity among National Assembly deputies.

The National Assembly acknowledged and highly appreciated the determination, tireless efforts and effective innovations in the direction and administration of the Government; the drastic participation of localities; therefore, in the context of the country facing many difficulties and challenges, with unexpected events that are difficult to predict, such as natural disasters, storms and floods, the socio-economic development tasks for 2024 have been basically completed.

In addition, the National Assembly also analyzed and frankly pointed out the difficulties, challenges, and shortcomings of the economy and proposed many specific solutions. It is requested that the Government study and absorb them to promptly and effectively implement the commitments made to the National Assembly, voters, and people nationwide. Continue to closely follow the practical situation, improve the capacity to analyze, forecast, and respond to policies promptly, have effective solutions, and strive to achieve the highest level of the 2025 Socio-Economic Development Plan and the goals and targets set by the Resolution of the 13th National Party Congress.

National Assembly Chairman Tran Thanh Man stated that entering 2025, a year of great significance in successfully implementing the tasks of the 2021-2026 term; in the spirit of the Resolution of the 10th Central Party Conference, 13th tenure, including the urgent requirement of the work of arranging and streamlining the apparatus of the political system, meeting the requirements and tasks of the country in the new period; the important speech of General Secretary To Lam at the opening session of the meeting as well as the recent directions of the General Secretary on the work of preventing and combating corruption, waste and negativity; the National Assembly and the agencies of the 15th National Assembly will continue to strongly innovate, urgently arrange and consolidate the "lean, compact, strong" apparatus, improve the effectiveness and efficiency of operations, associated with restructuring the contingent of cadres with sufficient qualities and capacities to meet the tasks; Accompanying the Government, agencies and organizations in the political system, striving to achieve the highest socio-economic development goals in 2025, contributing to the successful implementation of the Resolution of the 13th Party Congress, best preparing for party congresses at all levels, towards the 14th National Congress of the Party, creating the best premise for the strong innovation and development of the nation in the new era.
