This morning, July 18, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Provincial Steering Committee for Anti-Corruption and Negative Activities Nguyen Dang Quang chaired a working session to approve the draft report on the inspection of the implementation of Party regulations and State laws on anti-corruption and negative activities in advising on the management and licensing of mineral exploitation for common construction materials in the province for the Department of Natural Resources and Environment. The draft inspection report clearly states: Through inspection, in the period of 2021 - 2023, no acts of corruption or negativity were detected in consulting on management and licensing of mineral exploitation for common materials for the Department of Natural Resources and Environment.
In addition, the department has carried out administrative reform well; been open and transparent in the process of receiving and processing dossiers, creating favorable conditions for businesses and people. Timely appraise and submit to the Provincial People's Committee for decision on land lease for mineral exploitation projects. Closely coordinate with central mineral management agencies from the planning, licensing, exploration, exploitation, processing and use of minerals (mineral activities). Since then, mineral activities have become increasingly organized, contributing VND 284,081 billion to the state budget.

In addition to the achieved results, mineral activities still have shortcomings and limitations such as the dissemination and implementation of a number of Party regulations and State laws on corruption prevention and control are sometimes not complete and timely; specialized inspection and supervision in grassroots Party organizations have not been organized.
The mineral advisory work for the Provincial People's Committee has not met the needs of local socio-economic development at some points. There are still some errors in the subjects participating in the auction of mining rights. Land use planning and plans have not been reviewed, adjusted, and supplemented in a timely manner; influencing factors have not been reviewed and evaluated to determine the specific area when auctioning some mines.
Lack of assessment of the source of earth filling materials when proposing the Provincial People's Committee to abolish Decision No. 27/2014/QD-UBND dated June 20, 2014, affecting the source of earth filling materials for constructions and projects in the area. Some cases of proposed licensing are not consistent with the project implementation progress approved by competent authorities.
Slow procedures for mine closure and environmental restoration for some mines whose licenses have expired; some cases are processed slower than prescribed. Verification and handling of information reported by the press is still slow; illegal mining still occurs in the area; deep mineral processing activities are limited compared to the set targets.

Objectively, the legal regulations on minerals and related fields are still overlapping and inadequate. Subjectively, the coordination between functional agencies and local authorities in some places and at some times is not tight.
From there, it is recommended that the Department of Natural Resources and Environment promptly overcome shortcomings and limitations; promote positive aspects in mineral consultancy work to maximize the value of minerals to serve socio-economic development.
In his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang highly appreciated the efforts of the Department of Natural Resources and Environment in the management and licensing of mineral exploitation for common construction materials in the province. At the same time, he shared the difficulties of the industry when managing many complex and sensitive areas.
In addition, it is believed that in the past, the authorities have not fully assessed the potential and strengths of Quang Tri's minerals to promote their value in the province's development strategy; changes in the law have caused the locality to respond slowly in consulting on the mineral sector; the planning of mineral mines has not met the requirements, especially the mines used as filling materials and are not consistent with other plans.
The Department of Natural Resources and Environment is requested to promptly overcome the shortcomings and limitations that have been pointed out. At the same time, in the coming time, it is necessary to review the Party's policies, the State's policies and laws, especially the Quang Tri Provincial Planning for the period 2021 - 2030, with a vision to 2050, to propose solutions on protecting and exploiting mineral resources to promote the potential and strengths, meeting the requirements of sustainable development of the province. Propose to competent authorities solutions in the auction and exploitation of earth filling materials, in order to better serve the requirements on the progress of key works and projects.
Advise on the development of a decentralized coordination mechanism in the management of resources and minerals. Strengthen the management of earth filling materials from lowering the height; manage minerals well to promote industrial development, especially deep mineral processing industry. Resource exploitation activities must ensure maximum safety for the people.
