Accordingly, implementing Directive No. 26-CT/TW, dated November 23, 2023 of the Central Secretariat on organizing the 2024 Giap Thin New Year, the Standing Committee of the Provincial Party Committee requests:
1. Party committees, party organizations, authorities, Fatherland Front, socio-political organizations, agencies and units in the province thoroughly grasp and seriously implement Directive No. 26-CT/TW of the Secretariat, focusing on the following contents:
- Implement social security policies well, take care of the material and spiritual life of the people, ensure that every family and every person has the conditions to enjoy Spring and celebrate Tet. Pay attention to taking care of policy families, people in difficult circumstances, poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, ethnic minority areas and mountainous areas; workers and laborers working in economic zones, industrial parks, especially those who have lost their jobs.

- Organize well the visits and New Year greetings to veteran revolutionary cadres, Vietnamese heroic mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, and regular forces on duty during the New Year holidays.
- Carry out festival management and organization in accordance with regulations, ensuring safety, practicality, economy, and conformity with civilized lifestyle, cultural traditions of the nation, and good customs and practices of each locality.
- Strictly implement the policy of practicing thrift and fighting waste; responsibility to set an example for leaders at all levels, sectors, agencies and units.
- Arrange for cadres, civil servants and employees to be on duty during Tet, promptly handle and resolve work and arising situations; stabilize work immediately after Tet holiday, do not let Tet joy and Spring travel last long, affecting the performance of tasks.
2. The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee:
- Directing competent authorities to strengthen measures to ensure national security, social order and safety, prevent crimes, social evils, fire prevention and fighting, rescue and protection of property and health of people during Tet.
- Direct relevant agencies to advise on detailed plans and prepare and organize for the Standing Committee of the Provincial Party Committee and provincial leaders to visit and extend New Year greetings to individuals, organizations, localities, and armed forces units on the border lines; visit and extend New Year greetings to families of meritorious people, outstanding intellectuals and artists in the province.
- Direct and assign functional agencies to synthesize information and report the situation during Tet holidays to the Provincial Party Standing Committee (through the Provincial Party Committee Office) and report to the Central and Government according to regulations.
3. Provincial Party Committee's Propaganda Department:
- Preside over and coordinate with relevant agencies to direct and guide propaganda to celebrate the 94th anniversary of the Party's founding, organize activities to celebrate the Spring of Giap Thin 2024; propagate to raise the sense of responsibility of cadres, party members and people in implementing a cultural lifestyle, practicing thrift and fighting waste.
- Coordinate with the Party Executive Committee of the Provincial People's Committee, the Provincial Fatherland Front Party Delegation to advise the Standing Committee of the Provincial Party Committee and provincial leaders to visit and extend New Year greetings to outstanding intellectuals and artists.
4. The Provincial Party Committee's Organizing Committee presides over and coordinates with the Provincial Party Committee Office and relevant agencies: Advises the Provincial Party Committee Standing Committee to organize a conference to report on the annual work results to former provincial leaders of different periods; promptly implements personnel policies according to regulations.
5. Provincial Party Committee Office:
- Advise and organize for the Provincial Party Standing Committee and provincial leaders to visit and encourage a number of units performing regular duties during Tet.
- Coordinate with the Provincial Party Committee's Party Committee, the Provincial People's Committee's Party Committee and relevant agencies and units to advise on schedules and ensure necessary conditions to serve the activities and work of the Provincial Party Committee Standing Committee during Tet; synthesize information and report the situation during Tet to the Provincial Party Committee Standing Committee and report to the Central Committee according to regulations.
