At 7:30 a.m. on September 16, Typhoon Bebinca made landfall in Shanghai with maximum winds near the storm's center of force 14 (42 m/s), becoming the strongest typhoon to hit the city of 25 million people since 1949.
In response to the storm, Shanghai authorities ordered the closure of all expressways from dawn on September 16 and canceled all flights to and from the city. Resorts and amusement parks such as Disneyland have also been closed since September 15.

Tang Jie, deputy director of the Shanghai Disaster Research Institute under the China Meteorological Administration, said: "Bebinca had been ravaging the Zhoushan Islands before making landfall in Shanghai. The storm did not weaken but made landfall at its peak intensity."
According to the Shanghai Meteorological Bureau, due to being directly affected by the storm, on the 16th, Shanghai city had showers and thunderstorms, with very heavy rainfall.
