The Provincial People's Council's Culture and Social Committee supervises a special topic in Muong Nhe district.

According to the report of the People's Committee of Muong Nhe district, the implementation of legal regulations on social insurance, health insurance and unemployment insurance policies for the period of 2021 - 2023 in the district has achieved a number of results such as: The number of participants has continuously increased, from 46,864 people (in 2021) to 48,738 people (in 2022) and 49,183 people (first 9 months of 2023); the issuance of health insurance cards to subjects is timely and quick; the rights of people when participating in social insurance and health insurance are guaranteed, health care work is increasingly improved. The district focuses on disseminating social insurance policies to communes, residential communities, policies on issuing health insurance cards to ethnic minorities in difficult areas, and children under 6 years old. Social insurance, health insurance and unemployment insurance collection in 2021 reached 100.3%, in 2022 reached 100%, in the first 9 months of 2023 reached 70%. However, the number of participants in compulsory social insurance and unemployment insurance is still low compared to the labor force according to the target of implementing Resolution No. 28 - NQ/TW; some voluntary social insurance participants choose a relatively low monthly income as the basis for payment, mostly equal to the poverty line of rural areas. Some organizations, units, especially enterprises have not seriously implemented social insurance and health insurance policies for employees, the situation of evasion and late payment leading to long-term arrears still occurs...

Muong Nhe District requests the Provincial People's Council, Provincial People's Committee and relevant sectors to continue to direct and strengthen the propaganda and dissemination of policies and laws on social insurance and health insurance; encourage and motivate people to actively and proactively participate; and at the same time strictly handle violations of social insurance and health insurance laws.

On behalf of the monitoring delegation, Mr. Nguyen Quang Lam, Head of the Culture - Social Affairs Committee, Provincial People's Council highly appreciated the efforts of Muong Nhe district in implementing the provisions of the law on social insurance, health insurance, unemployment insurance policies for the period of 2021 - 2023 such as: Specifying in the issuance of leadership and direction documents; specifying the province's direction indicators. At the same time, he requested the district to promptly complete the steering committee to implement the provisions of the law on social insurance, health insurance, unemployment insurance policies ; continue to strengthen information and propaganda work, raise awareness and consciousness of employers and employees about types of insurance; strengthen leadership, direction, inspection and examination work.
