On September 24, the Culture - Social Committee of the Dak Nong Provincial People's Council surveyed the implementation results of Resolution No. 08/2012/NQ-HDND dated May 31, 2012 of the Provincial People's Council regulating financial expenditures for sports competitions and some special regimes for referees of football tournaments, coaches, and athletes from 2016 to the end of 2023 at the Department of Culture, Sports and Tourism.

Up to now, the contents stipulated in the resolution have been seriously implemented by the unit. From 2016 to 2023, at the provincial level, the Department of Culture, Sports and Tourism has been allocated over 44.6 billion VND by the State to spend on provincial sports activities. Specifically, the allowance for coaches and athletes from the province's high-performance athlete training fund is over 32.1 billion VND; the allowance for coaches and athletes participating in regional and national competitions is over 2.48 billion VND; financial expenditure for sports competitions is over 9.98 billion VND.

Every year, the district level is granted a budget of 200 - 351.7 million VND/district to organize 3 - 7 district-level tournaments and participate in 4 - 6 provincial-level tournaments. The commune level is from 9 - 35 million VND/commune.
The Resolution has created a great driving force to promote the development of the province's sports movement; promptly motivate and encourage forces to participate in the province's sports activities.

However, the budget allocated for sports activities is still limited, leading to not many sports activities. Resolution No. 08 issued 12 years ago, the spending level is low compared to current costs, no longer attracting collaborators to participate in managing and organizing tournaments from commune to province.
At the meeting, the Department of Culture, Sports and Tourism proposed that the People's Council consider and direct an increase in annual funding for sports activities at the provincial, district and communal levels. At the same time, amend and supplement regulations on financial expenditures according to Resolution No. 08 to ensure the regime is suitable for practice and consistent with other regulations.
Mr. Nguyen Duc Hai, Deputy Head of the Culture - Social Committee of the Provincial People's Council, suggested that the Department of Culture, Sports and Tourism accept comments to edit, supplement and complete the report as required. The report clearly states each specific content such as the number of tournaments participated/year; scale of organization; annual budget; expenditure level for each sports activity as a basis for consideration and evaluation.

The Department of Culture, Sports and Tourism studies and coordinates with specialized departments to develop comprehensive and specific policies before submitting them to the Provincial People's Council to ensure compliance with regulations and practicality, contributing to improving the quality of physical training and sports in the province. The Department summarizes Resolution No. 08 before submitting it to the Provincial People's Council for consideration of issuing a new resolution or supplementing and adjusting financial spending regulations for sports competitions and some specific policies for referees of football tournaments, coaches and athletes.
