Central Organizing Committee holds third quarter work meeting

In the third quarter of 2024, the entire Party Organization and Construction sector has closely followed Conclusion No. 09-KL/BTCTW; focused on advising and implementing the successful completion of assigned tasks. In particular, focusing on advising on the completion of projects and tasks according to the 2024 Work Program assigned by the Politburo, the Secretariat, and Party committees at all levels to ensure progress and quality; advising on the careful preparation and quality of content for the meetings of the Central Executive Committee; completing the summary of the personnel work orientation for the 13th National Party Congress and the draft of the personnel work orientation for the 14th National Party Congress; drafting the Report summarizing the Party building work and the implementation of the Party Charter to be submitted to the 14th National Congress of the Party; drafting the Election Regulations within the Party; Advise on perfecting and supplementing a number of senior leadership positions of the Party, State, and key leaders of localities and units to ensure closeness, democracy, and create high solidarity and unity in the Politburo, the Central Executive Committee and Party committees at all levels.

The whole sector has also proactively advised on the preparation for party congresses at all levels and the 14th National Party Congress; issued Guidance No. 1 on some contents of Directive 35-CT/TW on party congresses at all levels towards the 14th National Party Congress; advised on the activities of the Party Charter Subcommittee, the 14th Party Congress Personnel Subcommittee, the Steering Committee for strategic-level cadre planning, and subcommittees preparing for party congresses at all levels; advised on the planning of the Politburo and the Secretariat; reviewed and introduced additional planning for the 14th Central Executive Committee, term 2026-2031 and reviewed and supplemented the planning of the executive committee, standing committee of the Party committee, and key positions at all levels, well preparing for the personnel work of the congresses at all levels.

Inspection and supervision of party building organization; innovation of working methods, styles, routines, and manners with many effective ways; timely exchange and answer questions to help remove difficulties, obstacles and make recommendations from party committees and organizations at all levels.

At the conference, delegates discussed and answered proposals and recommendations from localities and units on organizational structure, staffing and job positions to ensure unified and synchronous implementation.

The conference also thoroughly grasped and implemented documents of the Politburo and the Secretariat on a number of issues such as: piloting the delegation of authority and responsibility to leaders in personnel work; the authority of leaders in temporarily suspending subordinate officials from work when necessary or when there are signs of serious violations of Party regulations and State laws; model working regulations of grassroots Party committees in state-owned enterprises; guidance of the Central Organizing Committee on a number of contents of Directive 35 of the Politburo on Party congresses at all levels towards the 14th National Congress of Delegates...

In his concluding remarks at the conference, Comrade Le Minh Hung, Head of the Central Organizing Committee, emphasized: The regulations disseminated and implemented at the conference have been carefully studied by the drafting agency to meet the reality, fully absorbing the opinions of Party committees at all levels and localities. After the conference, Party committees at all levels need to organize well the dissemination of new documents on Party building work to Party committees at all levels, Party organizations, and relevant agencies and units. He noted that in the actual implementation, if there are any problems, Party committees and Party organizations need to promptly contribute opinions so that the Central Committee can continue to consider and perfect them to suit the reality.

In implementing Directive 35 of the Politburo, it is necessary to focus on the preparation and organization of the congress; ensure continuity, stability, innovation, creativity and development; promote democracy while maintaining the principles, discipline and order of the Party... Personnel work must be closely prepared, highly unified in agencies and units, with a harmonious and reasonable structure. The introduction of cadres must have sufficient qualities, with special attention paid to young cadres, female cadres and ethnic minorities. The evaluation of cadres must be comprehensive, objective, multi-dimensional, taking the cadre's reputation as the measure of evaluation...

The fourth quarter is the time to focus on completing the 2024 Work Program.
