Reporting at the meeting, Mr. Nguyen Hong Quang - Head of the Provincial Economic Zones and Industrial Parks Management Board said that in Quang Nam, there are currently 14 industrial parks that have been approved for investment policies/granted investment registration certificates with a total area of 3,669 hectares. Of which, 11 industrial parks belong to Chu Lai Open Economic Zone with 2,953 hectares, 3 industrial parks outside with more than 716 hectares. Currently, 10 industrial parks have come into operation, 4 industrial parks are in the compensation and site clearance stage.
However, many projects have decided to lease land but do not have specific land prices, leading to investors in industrial park infrastructure business having no basis to re-lease land. Compensation, support and resettlement work is prolonged, causing land allocation and leasing to be divided into many stages, causing difficulties for businesses.
The Management Board of Economic Zones and Industrial Parks of the province has proposed a series of issues related to land allocation, land lease; determining specific land prices; compensation, support; resettlement; budget collection; decentralization, authorization; and settlement of administrative procedures. At the same time, the board proposed to establish working groups of the Provincial People's Committee to direct the settlement of issues related to investment in Tam Anh - An An Hoa, Tam Anh 1, and Tam Thang expanded industrial parks.
To create unity, continuity, and synchronization in land management, construction, investment, etc. in the Economic Zone and simplify administrative procedures for investors, the leaders of the Provincial Economic Zone and Industrial Park Management Board proposed that the Provincial Party Committee and the Provincial People's Committee unify decentralization and authorization, and assign tasks in the fields of land and environment to the management board.
Specifically, the Management Board will advise and submit to the Provincial People's Committee to decide on land recovery, land use rights agreement, land use rights, land allocation, land lease to implement investment projects in functional areas in the Economic Zone according to the provisions of Article 203 of the Land Law and Article 94 of Decree 102 dated July 30, 2024 of the Government.

Need to be more drastic
Vice Chairman of the Provincial People's Committee Ho Quang Buu suggested that the management board should be more determined in attracting investors, removing difficulties for businesses, and properly resolving existing recommendations. At the same time, it is necessary to promote digital transformation, complete the data system to publicize and promote investment through many information channels.
Provincial Party Secretary Luong Nguyen Minh Triet emphasized that the Provincial Economic Zones and Industrial Parks Management Board needs to continue to organize and streamline its apparatus, improving operational efficiency. In particular, it is necessary to urgently complete planning documents, implement zoning plans, and study specific mechanisms to create conditions for sustainable development.
The Provincial Economic Zones and Industrial Parks Management Board needs to be bolder, think deeper and broader to implement the work decisively. Review the items, propose appropriate decentralization and authorization to enhance initiative, and closely coordinate with relevant departments, branches and localities.

In addition, it is necessary to effectively use industrial park land funds, review and examine problems and shortcomings in land waste and propose specific solutions. For sustainable development, it is necessary to promote investment, diversify investment products, and strengthen links with large enterprises and corporations. Industrial parks with expansion potential such as Tam Anh 1, An An Hoa Industrial Park, Tam Thang expansion, Nam Thang Binh... need to receive more investment attention. One of the key tasks is to promote the development of workers' housing and social housing. The Provincial Party Secretary emphasized that this is an issue that the Government is very interested in and needs to be urgently implemented.
We request that departments, branches and localities focus on supporting and handling the difficult recommendations of the Provincial Economic Zones and Industrial Parks Management Board. It is necessary to study the mechanism of decentralization, authorization, medium-term capital allocation or find solutions to mobilize development resources. In particular, study the plan to assign districts to carry out a number of key tasks related to resettlement areas. We will accompany the management board in implementing the tasks. However, the board needs to be more proactive, decisive and bold in proposing breakthrough solutions to promote socio-economic development in the area.
