Implementing the 2024 monitoring program, on August 28, the Provincial People's Council's Legal Committee had a working session with Van Don district on monitoring law enforcement in the handling and settlement of administrative procedures for converting agricultural land use purposes to residential land for households and individuals in Van Don district in the period of 2021-2024.

According to the report of Van Don District People's Committee, in recent times, land management in the district has achieved many encouraging results, land management and use activities are increasingly disciplined, orderly and in accordance with the law. The basic contents of State land management are implemented in a synchronous and effective manner. Along with the increasingly complete land policies of the State, the documents issued by the Provincial People's Committee and the District People's Committee have created a relatively complete management system, resolving relatively well the relationships related to land. Land use planning and planning work meets the requirements of socio-economic development, in line with the general development perspective of the province; contributing to the arrangement and allocation of reasonable land funds for each type of land, land use purpose, ensuring effective land use.
From 2021 to present, the work of registering changes and converting land use purposes from agricultural land to residential land in Van Don district has been carried out in accordance with the provisions of the land law and ensuring the policies and directions of the Provincial People's Committee; contributing to increasing the district's land use fee budget, solving the legitimate needs for residential land for households. The land situation is basically stable, limiting speculation and virtual fluctuations in land.
During the period from 2021 to June 2024, the district received 443 applications. Of which, 318 applications were resolved on time or ahead of schedule; 90 applications were not resolved or could not change land use purposes; 35 applications were being processed within the deadline; there were no overdue applications.
The work of receiving and resolving administrative procedures for converting agricultural land use purposes to residential land for households and individuals in the district is carried out in accordance with legal regulations, basically meeting the land use needs of households and individuals in the area.
Coordination between specialized agencies related to administrative procedures for land use purpose conversion is carried out consistently, closely, and in accordance with the functions and authority of each agency and unit.
The District People's Committee has directed the implementation of programs and plans for administrative and civil enforcement of judgments and decisions related to land in the area in accordance with regulations.
At the meeting, members of the monitoring delegation discussed and clarified existing problems and difficulties in law enforcement in the handling and settlement of administrative procedures for converting agricultural land use purposes to residential land; the organization of enforcement of administrative and civil judgments related to land; and proposed solutions for localities to overcome and implement effectively.
Regarding the recommendations of Van Don district, the Supervisory Delegation has compiled and submitted them to the Provincial People's Council and People's Committee for consideration and resolution in the coming time.
