Identifying synchronous investment in infrastructure as a premise and driving force to promote socio-economic development, ensuring national defense and security, Hai Ha district always focuses on mobilizing resources to invest in projects, works, and infrastructure to ensure rural-urban connectivity and connectivity between regions, especially ethnic minority, mountainous, border, and island areas. In particular, focusing on building dynamic traffic works in 6 communes: Quang Son, Quang Duc, Quang Phong, Quang Thinh, Duong Hoa, Cai Chien. From 2021 to present, Hai Ha district has invested in 74 infrastructure works and projects with a total investment of 671,237 million VND, contributing to promoting local socio-economic development.
Regarding traffic infrastructure, up to now, more than 80km of district roads have been concreted and asphalted to ensure connectivity between communes, regions, and concentrated raw material areas, in line with the urbanization process and are maintained and repaired annually; all roads have roadbed widths that meet the standards prescribed by the Ministry of Construction. In particular, implementing the Project to renovate and upgrade rural traffic in Quang Ninh province, in the period of 2024-2025, with a vision to 2030, Hai Ha district has 8 works and projects implemented in the 6 communes mentioned above with a total investment of more than 193.8 billion VND, contributing to ensuring that 100% of district roads are asphalted. More than 85% of intra-district roads, all roads have street lights from the implementation of the new rural construction program.
Along with the transport infrastructure, Hai Ha district also pays special attention to investing and upgrading irrigation systems, electricity, schools, cultural houses, clean water and environmental sanitation works. The inter-commune irrigation system is synchronized with the irrigation systems of communes according to the planning. In the district, there is currently Truc Bai Son reservoir with a capacity of 15 million m3. water; there are 4km of level I canals; 99.1km of level II canals and 352.5km of level III canals and a spillway system on the branches of the Tai Chi River, Ha Coi River... providing domestic water for people and production water for 4,422.7ha, reaching 95.3% of the agricultural land area in the district.
Every year, implementing the plan for internal irrigation, localities have focused on dredging canals, adding embankments to areas and plots, constructing, repairing, upgrading internal irrigation works, clearing and clearing the flow of canals to meet and exceed the planned targets, with an excavation volume of over 180,000m3/ year .
The electricity system in Hai Ha district is regularly upgraded, maintained and repaired by the electricity sector; new lighting systems are invested in at the centers of communes, villages, hamlets and neighborhoods to ensure technical standards. The rate of households using electricity regularly and safely in the district is 100% (17,880 households). The whole district has 41/41 kindergartens, primary schools and secondary schools recognized as meeting national standards. From 2021 to present, the district has allocated capital to invest in 1 cultural - sports center in Cai Chien commune, invested in building 8 new cultural houses and repaired and upgraded 2 cultural houses.
In particular, Hai Ha district has well implemented housing policies for the poor and people with revolutionary contributions who have difficulty in housing, ensuring 3 solid conditions. The district has mobilized socialized funds to build 33 temporary and dilapidated houses for 33 households in difficult circumstances. Organized propaganda and mobilized people to proactively renovate, build new, renovate, and upgrade houses, ponds, gardens, and livestock barns according to the "3 clean" criteria... Thereby, continuing to bring a prosperous and happy life to the people in the area.
