Hai Ha has 5 communes in the ethnic minority and mountainous areas, namely Quang Son, Quang Duc, Quang Phong, Quang Thinh, Duong Hoa and Cai Chien island commune. Accordingly, the district has promoted agricultural production in the direction of concentrated commodity production, associated with local OCOP products, contributing to improving people's lives, gradually eliminating regional and local differences.
Quang Son is the most disadvantaged commune of Hai Ha district, 98% of the population are ethnic minorities. The commune always receives attention from all levels, sectors, organizations, and enterprises in supporting people in socio-economic development, building new rural areas, ensuring social security...
Mr. Dang Tuan Hiep, Secretary of the Party Committee of Quang Son Commune, said: Implementing Resolution 06, the commune has promoted restructuring and comprehensive agricultural development, associated with completing the program of building new rural areas and advanced new rural areas. The focus is on concentrated agricultural commodity production, organizing production development, improving the quality of OCOP products applying science and technology to ensure food hygiene and safety, clean agricultural production models, creating jobs, and increasing income for workers. The commune has promoted and mobilized people to promote forestry and livestock development in the direction of commodity production, bringing high economic efficiency.
Along with Quang Son, in recent times, Hai Ha district has focused on many measures and integrated many policies to support ethnic minority people in the area. The district has specifically assigned agencies, departments and boards to monitor, support, guide and coordinate with communes to implement related policies, plans and projects for comprehensive development of ethnic minority areas. Propaganda and mobilization work has been promoted, thereby mobilizing many resources to support these communes. From 2021 to present, the capital to support ethnic minority households to borrow to develop production and business to create jobs has reached more than 45 billion VND. Along with that, the awareness of ethnic minorities has clearly changed, instead of waiting and relying on the support and assistance of the State and enterprises as before, many families have invested in developing production themselves.
Agricultural, forestry and fishery production in the district continues to shift in line with the restructuring direction of the industry and gradually forms concentrated production areas. In which, cultivation has been converted from ineffective rice fields to high-yield corn, high-quality fruit trees, biomass corn, and biomass grass; livestock has developed stably and shifted towards concentrated livestock farming, the whole district currently has 20 livestock farms with a total scale of 136.7 hectares. The forestry sector has shifted to trading large timber forests, medicinal plants, and concentrated commodity production (cinnamon, medicinal plants). The aquaculture sector has detailed plans for 2 concentrated farming areas, gradually taking the initiative in breeds and controlling diseases, contributing to creating conditions for aquaculture development.
The One Commune, One Product (OCOP) program is identified as an economic development program in rural areas, especially for ethnic minority communes. Up to now, the whole district has a total of 40 OCOP products; 24 organizations and enterprises participate in the program; 40/40 products are rated at 2 stars or higher, 24 products are rated at 3 stars or higher.
Identifying the key task of improving the material and spiritual life of people in rural, mountainous and island areas, Hai Ha district has focused on leading and directing socio-economic development in the area. The district focuses on solutions, mobilizing all resources to develop agricultural production, aquaculture, industry, handicrafts, trade, services... thereby creating jobs and increasing income for rural people. The average income per capita in ethnic minority communes in Hai Ha district currently reaches over 73 million VND/year.
