In order to prepare the content for the regular meeting at the end of 2024, this afternoon, November 14, the Economic - Budget Committee and the Legal Committee of the Provincial People's Council worked with the Department of Information and Communications on the contents consulted by the department. Mr. Nguyen Duc - Head of the Economic - Budget Committee and Mr. Ha Duc Tien - Head of the Legal Committee of the Provincial People's Council chaired the meeting. Attending the meeting were leaders of the Department of Information and Communications, the Department of Finance and members of the two Provincial People's Council committees.
Consider support levels
At the meeting, representatives of the Department of Information and Communications reported on the progress of consulting on the development of two resolutions, including: Resolution stipulating the level of support for Community Digital Technology Teams (CNSCD) in Quang Nam province for the period 2025 - 2026 and Resolution stipulating the authority to decide on investment and procurement of information technology (IT) application activities, IT service rental activities using regular expenditure funds from the state budget in Quang Nam province.
According to the draft Resolution regulating the level of support for the CNSCĐ Team in Quang Nam province in the period of 2025 - 2026, Quang Nam will spend 14.88 billion VND to support the CNSCĐ Team in these 2 years (7.44 billion VND each year); the support level is 500 thousand VND/team/month.
As of October 2024, the whole province has 1,238 CNSCĐ Teams/1,240 villages (reaching a rate of 99.8%), with nearly 7,500 members.
Regarding the draft resolution regulating the authority to decide on investment and procurement of IT application activities, the Department of Information and Communications proposed two decentralization options: option 1, decentralization according to the estimated budget level; option 2, complete decentralization to agencies and units.
The Department of Information and Communications believes that it is necessary to develop a resolution of the Provincial People's Council regulating the authority to decide on investment procurement and procurement of IT application activities using the state budget in order to remove obstacles for investment and procurement of IT application activities at the provincial level using the state budget as well as procurement of regular funding sources under the management of the locality.
The Standing Committee of the People's Council will consider and decide.
Regarding the two draft contents advised by the Department of Information and Communications, members of the Economic - Budget Committee and the Legal Committee of the Provincial People's Council expressed many concerns. In particular, regarding the resolution to support the CNSCĐ Team, it is necessary to consider the conditions and methods of support.
Ms. Duong Thi Thanh Hien - Deputy Head of the Legal Department of the Provincial People's Council said: "The whole province has 1,238 CNSCĐ Teams but not all of them are working "evenly". Our proposed level of support for all makes me wonder."
Mr. Ha Duc Tien - Head of the Legal Committee of the Provincial People's Council emphasized that although the annual support level for the CSCD Team is not large, it needs to be evaluated comprehensively and seriously, because the support uses budget resources from people's taxes.
Mr. Tien and the delegates raised the issue of whether to include in the resolution the conditions for supporting the CNSCĐ Team, because if the support is "leveled" without being linked to specific products and results, the resolution will not be effective. Not to mention, currently, the telecommunications infrastructure in many villages in mountainous areas is not guaranteed...
Regarding the content of the regulation on the authority to decide on investment and procurement of IT application activities, Mr. Lam Quang Thanh - Deputy Head of the Economic - Budget Committee said that the decentralization of procurement authority and whether the issuance of this resolution overlaps with the previously issued resolutions of the People's Council.
"If all is assigned to the units, what will be the appraisal function of the Department of Information and Communications? If the units decide for themselves, will the advancedness of the technology be guaranteed when put into use?" - Mr. Thanh raised the question.
Concluding the meeting, Mr. Nguyen Duc requested the Department of Information and Communications to absorb the opinions and study the relevant regulations to complete the resolution. Due to many different opinions, the Economic - Budget Committee and the Legal Committee will report the unresolved issues for the Standing Committee of the People's Council to consider and decide on the time to issue the resolution regulating the authority to decide on investment and procurement of IT application activities.
