President Ho Chi Minh's testament is an important historical document, the crystallization of the ideology, culture, intelligence, morality and noble soul of a great man who has brought glory to our nation, our people and our country.

Reflecting, learning and applying the lessons learned after 55 years of implementing the Testament will help us apply his thoughts more practically, contributing to the successful implementation of the country's development goals in the new period.

Very Ho Chi Minh characteristic

The Testament became a work summarizing the theory and practice of the glorious revolutionary career of the nation, the Party, the people, the country, the world, and the personal affairs of President Ho Chi Minh, and was a theoretical design for the country's innovation and development in the future.

The further back in time, with the achievements of the Vietnamese revolutionary cause that have been and are being achieved, we see more clearly the genius of Ho Chi Minh, and more specifically his independent, autonomous, and creative thinking that shines forever.

Independence, autonomy and creativity are characteristics not only in thinking but also in revolutionary action, in resistance as well as in nation building, and are very typical of Ho Chi Minh.

Independence means not being dependent, not being dependent, not imitating, not being stereotyped, not being dogmatic. Autonomy means being proactive in thinking and mastering one's own thoughts, taking responsibility for one's own actions before the people and the country. Creativity means correctly applying general rules to suit the individual and the specific.

At the same time, creativity is also about exploring and proposing new things that can answer the questions of life. Creativity is also about being willing to give up old things that are outdated and not suitable for reality.

Born in the context of a colonial nation, President Ho Chi Minh witnessed and deeply understood the suffering of people who lost their country and had to become slaves. Therefore, fighting for national independence and freedom and happiness for the people was always the greatest aspiration, motivation and goal throughout his life.

President Ho Chi Minh's Testament contains and encompasses the spirit of innovation and development as the core of the dialectical method of action and also a characteristic feature of his thinking style. President Ho Chi Minh clearly recognized that innovation is a necessity for development.

Revolutionary practice itself, the people's working, production and fighting life are always renewed and developed, so in the thinking and actions of people, especially the leadership class, these two qualities must be present.

However, Uncle Ho also pointed out that the work of healing the wounds of war, reforming the old society, and building a new, better society is a "very great, heavy, and complicated, but also very glorious task. This is a fight against what is old and corrupt, to create new and fresh things."

To win this huge battle, we must pay special attention to promoting the people's creativity, "mobilizing the whole people, organizing and educating the whole people, and relying on the great strength of the whole people."

Lessons never get old

President Ho Chi Minh has been gone for 55 years, which is also 55 years since we have carried out his Testament. Ho Chi Minh's theoretical creations and thinking style are still lessons that never get old.

The country and the world have changed a lot, but the renovation process, if it wants to be successful, must still originate from Vietnam's reality, be carried out under the revolutionary, scientific and humanistic light of Marxism-Leninism and Ho Chi Minh's thought, keep pace with the world and the times, and move towards Vietnam's goals and be consistent with the goals of the times.

Learning from and following Uncle Ho, cadres and party members in all periods have promoted independent, autonomous and creative thinking in the development of the country.

We can mention here the example of former Vinh Phuc Provincial Party Secretary Kim Ngoc - who is considered the "father" of the "household contract" policy in Vinh Phuc from 1966-1968. These policies were the premise of Directive 100 (1981) and Resolution 10 (1988) of the Politburo - the decisions that created the miraculous development of Vietnam's agriculture.

On December 28, 1989, at the 6th session, the 8th National Assembly passed a Resolution on agricultural tax exemption according to President Ho Chi Minh's Will.

Next, more importantly and truly more meaningful is the open-door policy of the Party and State that has contributed to transforming the thinking of Vietnamese farmers who are used to traditional production practices.

The presence of investors and industries bringing scientific and technological advances has given Vietnamese farmers the opportunity to think and compare each plowed furrow and each square meter of water surface, in order to choose the most effective way. Human intelligence breathes creativity into each stream and each inch of land so that Vietnamese fields become more and more beautiful.

Experiences from the period of national renovation show that, in order to succeed, our Party must constantly pay attention to personnel work, especially building a team of leaders and managers who are innovative, creative, dare to think, dare to do, dare to take responsibility, and are ready to face difficulties and challenges to innovate and progress.

Among them, the shining example of leaders who dared to take the lead in outlining and implementing new policies remains. That is former General Secretary Truong Chinh - the "architect" of the Renovation cause in Vietnam.

That is former General Secretary Nguyen Van Linh - a steadfast and creative innovator, a shining example in many areas of life with extremely correct viewpoints.

That is former Prime Minister Vo Van Kiet - "chief engineer" of many large, bold, strategic projects during the country's renovation period such as the Flood Drainage Program to the West Sea, Sweetening the Ca Mau Peninsula, Dung Quat Oil Refinery, Tri An, Thac Mo, Yaly hydroelectric projects, the 500 KV North-South power transmission line, the North Thang Long - Noi Bai road, the Lang - Hoa Lac highway, the Ho Chi Minh road, the My Thuan bridge...

Act decisively for the common good

Following the achievements of previous Party Congresses, the 13th Party Congress is considered a congress of innovation with the motto: "Solidarity - Democracy - Discipline - Creativity - Development".

The 13th Congress also identified the guiding viewpoints for the current renovation process, emphasizing: "Strongly arouse the spirit of patriotism, the will of national self-reliance, the strength of great national unity and the aspiration to develop a prosperous and happy country".

The driving force for development that the 13th Congress identified is essentially the inheritance and creative development of Ho Chi Minh's ideology in new historical conditions.

In particular, former General Secretary Nguyen Phu Trong, with his great contributions, led and directed the research, summary, innovation, and development of our Party's awareness of the innovation path and Vietnam's unique socialist model.

His theoretical achievements have made great contributions to building a scientific and practical foundation for the process of formulating policies and guidelines for national construction and development during the renovation period, and will have long-term significance in the cause of building socialism of the Party and the nation.

Our Party especially values ​​independent thinking, self-reliance, autonomy, innovation and creativity among cadres and party members, especially the leadership team.

Most recently, in his press conference speech after the 13th Party Central Committee Conference on August 3, 2024, General Secretary and President To Lam emphasized the need to promote the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and national pride" to the highest level; constantly strengthen solidarity and unity within the Party and the great national unity; continue to promote Party building and rectification, prevent and combat corruption and negativity; connect ideology and action, Party ideas and people's hearts; be devoted, devoted, devoted, and strive to sacrifice for a strong Communist Party of Vietnam; for a rich, strong, democratic, fair, and civilized Vietnam; and for the Vietnamese people to have a prosperous and happy life.

This once again shows that our Party especially values ​​independent thinking, self-reliance, autonomy, innovation, and creativity among cadres and party members, especially the leadership team.

Because, more than ever, the reality of rapid and sustainable development, building a strong Vietnam in the current context requires the Party and its cadres and members to be people with enough virtue, enough talent, high fighting spirit, exemplary implementation of the Party's principles and the State's laws, and must possess the qualities of daring to think, daring to do, daring to speak, daring to take responsibility, daring to innovate and be ready to face difficulties and challenges, and acting resolutely for the common good.

That is the important factor to strengthen Vietnam's political strength and mettle in the cause of building and firmly defending the Fatherland under the leadership of the Party, for the goal: Rich people, strong country, fairness, democracy, and civilization.

President Ho Chi Minh began writing the “Top Secret Document” (Will) at 9:00 a.m. on May 10, 1965 and completed the first draft of 3 pages typed by himself, with the date May 15, 1965 at the end.

Then, in 1966, 1968, 1969, from May 10 to 20, every day he spent from 9am to 10am to supplement and edit (on May 10, he wrote and edited the Will from 9:30am to 10:30am and on May 12, because he had to attend a meeting with the Politburo in the morning, he moved it to the afternoon, from 3pm to 4pm).

On May 20, 1969, Uncle Ho reviewed the documents for the last time and put them in an envelope to put away.
