On December 13, the Executive Committee of the Bac Ninh Provincial Party Committee held a conference to review the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee and deploy the Plan of the Provincial Steering Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
Implementing Resolution 18-NQ/TW on "Some issues of continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently," the Standing Committee of the Bac Ninh Provincial Party Committee directed and promptly deployed to Party committees at all levels, authorities, agencies and units in the province; concretizing into plans, programs and projects for implementation, initially achieving important results.
The organization and apparatus of agencies and units from the province to the grassroots level continue to be consolidated and improved in the direction of streamlining, correcting functions and tasks; creating motivation, promoting capacity and expertise, improving the quality of cadres, civil servants and public employees. Policies on training and fostering knowledge are innovated. The implementation of streamlining the payroll in the entire political system of the province has achieved and exceeded the streamlining target according to the direction of the Central Government.
After 7 years of implementing Resolution 18-NQ/TW, Bac Ninh dissolved, merged, and reduced 293 agencies, organizations, and units. The number of cadres, civil servants, and management officials decreased by 327 cases, including 179 heads and 148 deputies.

However, during the implementation process, some Party committees, authorities, and leaders of agencies and units have not been proactive and decisive in arranging and streamlining their subordinate apparatus. Functions and tasks are still overlapping and similar but have not been arranged.
The operational efficiency of some public service units is not high; there is still no focus on streamlining human resources with limited practical capacity, failing to meet task requirements. The streamlining of staff is not really associated with administrative reform...
The Provincial Party Executive Committee listened to the draft Project on restructuring the apparatus according to Conclusion No. 09-KL/BCĐ dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18. Accordingly, the Provincial Steering Committee proposed a plan to merge and streamline the apparatus of a number of agencies of the Party, Fatherland Front, political organizations, Associations; the State; a list of agencies and units expected to merge, terminate operations and transfer functions and tasks.
Delegates expressed their agreement with the Provincial Steering Committee's plans to implement the policy of restructuring the apparatus, streamlining the payroll, and building an increasingly streamlined, effective, and efficient political system for the province. At the same time, they believed that restructuring the apparatus was necessary and appropriate. However, the requirements for units after mergers or termination of operations must ensure comprehensiveness, synchronization, and connectivity; harmoniously combining inheritance, stability, and innovation.
Concluding the conference, Provincial Party Secretary Nguyen Anh Tuan affirmed: Continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently is an important task, requiring very high political determination. During the implementation process, there will be cases that are subject to streamlining and rearrangement; the Provincial Party Standing Committee listens to the thoughts and aspirations of each individual.
The province's viewpoint is to apply the Central Government's regulations on policies and regimes to the maximum extent for cases subject to streamlining. In the spirit of only discussing and not backtracking, based on the practical situation, the Steering Committee continues to review and develop specific plans suitable for each agency and unit.
Heads of departments and branches, especially units subject to rearrangement, must not be discouraged, affecting the common work./.
