Accordingly, to handle 14 slow-moving housing projects, the Department of Construction of Ba Ria - Vung Tau province has classified and divided them into 3 groups, including: One project has been allocated land, leased land, and granted a certificate but has not implemented the investment policy.
2 projects have been allocated land, leased land, and granted land use right certificates with investment procedures; and 11 projects have been supported by the Provincial People's Committee in principle to implement the investment project or agreed on project location but have not yet completed land procedures and have not carried out investment procedures.
Of the 14 housing projects mentioned above, 9 are located in Vung Tau city, 4 are in Phu My town and one is in Long Dien district, with a total area of about 319 hectares.
Specifically, 9 projects in Vung Tau city include: Nam Binh 2 residential area with a scale of 1.04 hectares, Ward 12, invested by Hong Long Company; Housing area for officials and employees of 4.27 hectares, Rach Dua Ward of Vung Tau Garment Export Joint Stock Company; Hoan Cau Villa area of 1.5 hectares, Ward 2 of Hoan Cau Company Limited;
Quang Hung 4ha housing - service complex, ward 11 of Quang Hung Real Estate JSC; 3ha commercial complex combining services and housing, ward 9 invested by Decoimex; 5.7ha food supply and housing service center, ward 12 of Tu Hai Company Limited;
Nam Binh residential area 5ha, ward 12 of Phuoc Thang Company Limited; Goldstar villa, serviced apartment and hotel area 1.88ha, ward 10 of Son Viet Nam Joint Stock Company; Tower Seaview luxury apartment area 21 floors in ward 8 of Tan Thanh Construction Investment Joint Stock Company.
4 projects in Phu My Town include: Duc Nhan Residential Area of 10.8ha invested by Duc Nhan Company Limited; Phu My 3 Industrial Park's utility and accommodation service area of 46.84ha of Thanh Binh Phu My Joint Stock Company;
Toc Tien urban and service area of 179.5 hectares in Toc Tien commune of Toc Tien Urban and Service Investment Joint Stock Company; Staff housing area of 13.62 hectares in Tan Hoa commune of Tan Cang Saigon Corporation.
A housing project located in Long Dien town, Long Dien district is Tan Nam Residential Area No. 1 with a scale of 41.63 hectares invested by O Cap Housing Development Joint Stock Company.
The People's Committee of Ba Ria - Vung Tau province assigned the Department of Construction to completely handle 14 housing projects in the second quarter of 2024. For projects that are being inspected, investigated, and tried by the Court, when the results are available, they will be handled according to regulations.
According to the plan, the Department of Construction will compile legal documents to implement the Plan for handling slow-moving housing projects in the province. Take the lead in requesting investors to report on project legal documents, project implementation status, progress, reasons for slow implementation, and recommendations.

Previously, in September 2023, the People's Committee of Ba Ria - Vung Tau province held a regular meeting to handle slow-moving projects in the province. At this meeting, the Department of Planning and Investment said that there were still 54 slow-moving projects in the province.
Of these, 8 projects belong to the Industrial Park Management Board; 14 projects belong to the Department of Construction; 22 projects belong to the Department of Planning and Investment. However, in the process of reviewing and handling these projects, there are still problems regarding the authority to resolve such as inside and outside the industrial park; land has been allocated and land has not been allocated...
Therefore, the Departments have submitted to the Provincial People's Committee for consideration and agreement on plans and procedures for handling the above slow-to-implement projects according to specialized groups under their management.
