According to information from the leader of the Transaction Office of the Social Policy Bank of Cu Mgar district, Dak Lak province, according to Decree No. 100 of the Government, the social policy bank is assigned to implement the social housing loan program, with the subjects eligible for loans including: people with meritorious services to the revolution according to the provisions of the law on preferential treatment for people with meritorious services to the revolution; low-income people, poor and near-poor households in urban areas; workers working in enterprises inside and outside industrial zones; officers, professional non-commissioned officers, technical non-commissioned officers, professional soldiers, workers in agencies and units of the People's Public Security and the People's Army; cadres, civil servants and public employees according to the provisions of the law on cadres, civil servants and public employees. With a lending interest rate of 4.8%/year and a maximum loan term of 25 years.
As one of the households benefiting from this policy, Ms. Dang Thi Duy Loan, a teacher at Le Luu Trac High School, Cu Mgar District, excitedly said: "My husband and I have long wished to have our own house to live in, but our economic conditions have not allowed us to build a house yet. Through information from the social policy bank that has been implementing Decree No. 100/ND-CP and being advised by bank staff, my husband and I decided to borrow capital from the social housing loan program with preferential interest rates (4.8%/year) and long-term loan terms (up to 25 years). Together with savings and bank loans, our dream house has now been completed and put into use.
In recent times, the Transaction Office of the Social Policy Bank of Cu Mgar District, Dak Lak Province has actively coordinated with local authorities and associations and unions to promote propaganda and effectively implement the social housing loan program according to Decree No. 100/ND-CP, helping many families of cadres, civil servants, public employees, officers, workers, low-income people, poor households, near-poor households, and meritorious people to have the opportunity to access preferential loans from the Government. Because of the low interest rate and long loan term, the monthly payment amount is very suitable, not creating debt repayment pressure for low-income people.
A spacious house from a social housing loan program with preferential interest rates
According to Mr. Vo Ngoc Han, Director of the Transaction Office of the Social Policy Bank of Cu Mgar District, as of August 2023, the total outstanding debt of the social housing loan program under Decree No. 100/ND-CP reached 3,448 million VND, with 09 customers having outstanding debt (09 newly built houses). To ensure that capital reaches the right subjects, for the right purposes, and fairly, the loan evaluation work is thoroughly implemented by the Transaction Office of the Social Policy Bank of the district from the grassroots level on the principles of democracy, publicity, and transparency. The evaluation of subjects is carried out publicly by the savings and loan groups, under the supervision of the entrusted organizations, unions, and hamlet people's committees. Transaction office staff guide the completion of loan applications, ensuring publicity and compliance with regulations. In the coming time, the Transaction Office of the Social Policy Bank of Cu Mgar district will continue to promote the implementation and growth of loan capital according to Decree No. 100/ND-CP of the Government, meeting the urgent housing needs of low-income people, cadres, civil servants, public employees, officers, workers, poor households, near-poor households, and people with meritorious services to the revolution to ensure social security, contributing to promoting local economic development.
It can be said that social housing loans under Decree No. 100/ND-CP are a very practical program, with humane meaning, contributing to ensuring social security. This preferential loan source has helped many low-income households in the area have more conditions to build new houses of their dreams that have not been realized for many years or to renovate damaged, dilapidated houses to ensure safety, solidity, improve living conditions, stabilize life, and improve the quality of life for people.
