According to the Ministry of Education and Training: "The number of teachers quitting their jobs tends to increase mainly due to professional pressure and inadequate salary policies, causing teachers to choose other jobs with higher incomes. The teaching staff is affected by many different regulations, so adjusting policies for teachers is difficult."

According to the Ministry of Education and Training, in the 3 school years from August 2020 to August 2023, more than 40,000 teachers nationwide have quit their jobs. In addition, the number of teachers retiring is about 10,000 people per year on average. Meanwhile, from 2020 to present, the number of assigned staffing quotas is nearly 26,000. Comparing the number of teachers quitting their jobs and the number of teachers recruited, there is a big difference.

The number of teachers leaving their jobs is increasing in the context that the country still lacks 118,253 teachers at all levels. The quality of the staff is not uniform among regions, and there is also a gap between regions with particularly difficult socio-economic conditions and favorable regions. Meanwhile, localities must implement a 10% reduction in staffing levels according to the roadmap from 2015 to 2021.

Not only the teachers directly teaching in the classroom, the Ministry of Education and Training pointed out the reality that many accounting staff in schools had to quit their jobs to find other jobs. In the 2021-2022 school year, more than 1,300 employees on the payroll quit their jobs. By the 2022-2023 school year, more than 1,400 employees on the payroll quit their jobs. Currently, the Ministry of Education and Training has received many letters from accounting staff to all levels requesting consideration of salary increases for this team.

Salary and benefits are not motivating

Explaining why many teachers quit their jobs, the Ministry of Education and Training cited high work pressure and low income, especially for young teachers. Working conditions and policies for teachers' benefits are not commensurate; teachers' salaries are still low compared to the general level of other professions (in the first 5 years, the average teacher's salary was only 5 million VND/month), not meeting the target set in Resolution 29. Salaries and benefits have not created motivation in the context of increasing work pressure for teachers.

According to the Ministry of Education and Training, the total income of school staff (including insurance premiums) with less than 15 years of service ranges from 3.6 million VND to less than 7 million VND/month; while the workload is very large, and they have to take on many different tasks at the same time.

Speaking to the press before the new school year, Minister of Education and Training Nguyen Kim Son said that due to the pressure of innovation and the pressure of life (income does not increase, job opportunities are wide open), a large number of teachers have quit their jobs, gone to work abroad, worked in industrial zones, worked freelance...

Mr. Kim Son also proposed a series of solutions to overcome difficulties in the staffing issue in the coming time. Specifically, the Ministry of Education and Training will proactively overcome professional issues so that teachers feel more supported and facilitated in their work, reducing stress and pressure; and increase training and guidance.

The Ministry of Education and Training also proposed to increase teachers' salaries to the highest level in the administrative and career salary scale system; and arrange school staff salaries appropriately when implementing the new salary policy from July 2024.

The Ministry of Education and Training proposed that school staff receive a preferential allowance of 25%, which is the lowest preferential allowance that managers and teachers are currently receiving, and this is also the public service allowance that civil servants are currently receiving.
