2 wanted men surrendered

Regarding the "magic" ring that transformed nearly 4,000 fake cars into brand new ones in Ho Chi Minh City, on January 27, news from the Investigation Police Agency (PC01), Ho Chi Minh City Police, the unit arrested Nguyen Huu Oai (born 1990) and Nguyen Huu Nhu (born 1984) - both residing in Vinh Loc B commune, Binh Chanh district.

Previously, during the investigation of the above case, PC01 determined that after obtaining the vehicle of unknown origin and the vehicle's factory certificate, Bui Van Tan (born in 1983, residing in Xuan Thoi Thuong commune, Hoc Mon district, Ho Chi Minh City) - owner of the Tan Tien motorbike shop chain, brought the vehicle to Dai Phat motorbike repair shop (Binh Chanh district).

Then Tan hired Nguyen Huu Oai and Nguyen Huu Nhu to re-engrave the frame number and engine number to match the frame number and engine number information on the factory quality inspection certificate for 1 million VND/vehicle and then "magically" turn it into a new vehicle to sell to customers.

Based on the collected evidence, PC01 has initiated a case, prosecuted the accused, and detained 12 people, including: Bui Van Tan, Le Van Toi, Nguyen Huu Oai, Nguyen Huu Nhu, Vo Dinh Thang, Nguyen Ngoc Thuy Ha Xuan Phuc, Tran Van Sau, Nguyen Trung, Nguyen Sy Toan, Nguyen Dinh Sung, Nguyen Thi Kieu Oanh to investigate the crimes of Fraudulent appropriation of property and Buying and selling documents of agencies and organizations.

However, Nguyen Huu Oai and Nguyen Huu Nhu have fled their residence. The Ho Chi Minh City Police Department has issued a wanted notice for these two people for the crime of Fraudulent appropriation of property.

On January 25, Nguyen Huu Nhu went to the Duc Hoa Dong Commune Police Station, Duc Hoa District, Long An Province to surrender. Then on January 26, Nguyen Huu Oai went to the Tan Phuoc Commune Police Station, Tan Hong District, Dong Thap Province to surrender.

Initially, the police determined that from 2021 to 2023, Bui Van Tan sold 3,911 motorbikes to customers in many provinces and cities across the country. In 2023 alone, he sold 1,549 motorbikes, illegally profiting about 15 billion VND.

Currently, the Ho Chi Minh City Police Department is focusing on expanding the investigation, coordinating with units and provincial and municipal police to urgently investigate and clarify the entire crime ring mentioned above.
