Accordingly, in a document sent to the Ministry of Planning and Investment on the results of implementing the tasks assigned in Resolution 11 of the Government on the socio-economic recovery program, the Ministry of Construction said that 7 social housing projects have started construction in localities. Of which, Hai Phong has 4 projects with a scale of 6,707 units, Hanoi has 1 project with a scale of 720 units, Thua Thien Hue has 1 project with a scale of 1,085 units, Lam Dong has 1 project with a scale of 303 units.
In addition, there are 3 worker housing projects being built in key industrial localities including: Hai Phong 1 project with a scale of 2,538 units; Binh Dinh 1 project with a scale of 1,500 units; Bac Giang 1 project with a scale of 7,000 units. With the 10 social housing and worker housing projects that have started construction as mentioned above, in the future, 19,853 houses will be provided to serve low-income people.
Many social housing projects have been implemented in recent times.
Regarding the disbursement of loans for investment in the construction of social housing and workers' housing, according to this report, to date, the Vietnam Bank for Social Policies has disbursed VND 4,381 billion to 12,200 customers. This is a preferential loan from the Vietnam Bank for Social Policies under Resolution No. 11/NQ-CP of the Government with a capital of VND 15,000 billion allocated in 2022 and 2023. It is known that this is a group of borrowers to buy, hire-purchase social housing, workers' housing, build new or renovate and repair houses under the Government's socio-economic recovery and development program.
In addition to the above projects, there are still 24 social housing projects, worker housing, and renovation of old apartments that are eligible for preferential loans according to Decree 31/2022 of the Government, with preferential capital for 24 loan projects of about 7,516 billion VND.
The Ministry of Construction said that in order to promote the development of social housing in localities, the Ministry will urge provinces and cities to accelerate the implementation of the project to build at least 1 million social housing apartments for low-income people and workers in industrial parks. At the same time, it will coordinate with the Vietnam Bank for Social Policies to promote the disbursement of a preferential credit package of VND 15,000 billion for loans to buy, hire-purchase social housing, workers' housing, build new or renovate and repair houses.
The Ministry of Construction will guide and coordinate with localities to review, establish and announce the list of social housing and worker housing project owners eligible for preferential loans from the 2% interest rate support package through commercial banks. In the coming time, the Ministry of Construction will coordinate with the State Bank to accelerate the disbursement of the VND120,000 billion credit package with interest rates 1.5-2% lower than commercial loan interest rates from four banks: BIDV, Vietinbank, Vietcombank, and Agribank.
Recently, during a working session with the Ministry of Construction and related ministries and branches on receiving and explaining the opinions of National Assembly deputies on the draft revised Housing Law, including changes in social housing regulations, Deputy Prime Minister Tran Hong Ha also emphasized that the Housing Law needs to create favorable conditions for individuals and households to have housing depending on their income levels and payment capabilities, especially clarifying the social housing development policy.
In addition, it is necessary to carefully calculate housing policies for different groups such as low-income people in urban and rural areas, people subject to resettlement, armed forces, workers, students, etc., and develop appropriate, specific, and equal criteria. In addition, the Deputy Prime Minister also said that it is necessary to expand the beneficiaries of social housing support policies (to rent, rent-to-own, buy) with simple and easily recognizable criteria, minimizing requirements for documents and administrative procedures such as housing status, income level, etc.
With the Government’s attention, in the coming period, many social housing projects will be implemented and meet the housing needs of the people, especially low-income workers who are having difficulty owning a house.
