On July 1, according to VietNamNet, the People's Committee of Da Lat City (Lam Dong Province) has just issued a document to coordinate and handle the landslide on Hoang Hoa Tham Street, Ward 10, which caused 2 deaths.
Accordingly, officials, civil servants, and public employees in Da Lat who are involved in the landslide are not allowed to leave the city. They must strictly comply with the summons of the investigating agency (including after hours or weekends) until the investigation of the landslide is completed.
Heads of units, such as the Office of the People's Council and People's Committee, the Urban Management Department, the Department of Natural Resources and Environment, the City Land Registration Office Branch, the Ward 10 People's Committee, etc., must thoroughly instruct cadres, civil servants, and public employees to provide complete records and related documents to the investigation agency upon request.
The move was made after a section of the embankment of the construction site on Hoang Hoa Tham Street, Ward 10, collapsed. The landslide caused damage and buried three houses, killing two people and injuring five others in the early morning of September 26.
The day after the rescue work was completed, the provincial government temporarily suspended the Head of the Urban Management Department of Da Lat City to clarify the incident.
Cause of landslide that killed 2 people
Regarding the above incident, Lam Dong Department of Construction reported a preliminary cause of the landslide in Hoang Hoa Tham alley, Ward 10. According to the report, the landslide slope had been built for about a year, licensed by Da Lat City People's Committee, and constructed by Le Nguyen Lam Dong Construction Joint Stock Company for local households. At the time of the incident, the investor of the above project was carrying out land filling to create a construction site.
However, recently, Da Lat has been raining continuously, with heavy rainfall. A large amount of water seeping into the ground, combined with the large amount of soil behind the retaining wall, increases the pressure on the slope, causing loss of bearing capacity leading to the collapse of the structure. The total length of the slope in the records is 381 m, the slope height is 13.4 m (divided into three levels from 4 to 4.7 m). The landslide area is more than 2,100 m2 wide. The collapsed slope is located along the boundary of the construction site, about 29 m long. The remaining slope has some cracks on the surface of the filled soil, at risk of further landslides.
After the incident, Lam Dong province requested the police to investigate. Relevant units cordoned off the dangerous area and took measures to prevent water from seeping into the ground in the area. In addition, the Department of Construction was assigned to assess and appraise to determine the specific cause of the landslide before July 20.
