Trial of 2 teachers involved in the 2021 high school graduation exam leak case

On June 29, the Hanoi People's Court will bring the criminal case of leaking Biology exam questions in the 2021 high school graduation exam to the first instance trial.

The two defendants Pham Thi My (born in 1963, residing in Bac Tu Liem district, Hanoi) and Bui Van Sam (born in 1949, residing in Cau Giay district, Hanoi, both former lecturers at Hanoi Pedagogical University) were brought to trial for the crime of "Abusing position and power while performing official duties".

Judge Nguyen Dinh Tien presided over the trial. The Hanoi People's Procuracy represented the prosecution at the trial by prosecutors Nguyen Thi Lan Huong and Hoang Thi Huyen.

Of the two defendants, My is currently in custody. There are three defense lawyers for My, including Lawyer Vu Xuan Nam, Lawyer Nguyen Van Lam and Lawyer Phuong Nhue Giang, all from the Hanoi Bar Association.

In June 2022, the Ministry of Public Security's Investigation Security Agency issued a decision to prosecute a criminal case that occurred at the Ministry of Education and Training related to the construction of a question bank and the creation of Biology exam questions for the 2021 high school graduation exam.

Before the two teachers were prosecuted, VietNamNet had an article reflecting on the content of the review questions right before the Biology exam in the 2021 high school graduation exam of Mr. Phan Khac Nghe (Vice Principal of Ha Tinh Specialized High School) which was pointed out by another teacher (Mr. Dinh Duc Hien) to be 80% similar to the official exam questions.

Teacher Dinh Duc Hien also said that he received many comments from students and colleagues about the similarity between the official Biology exam and the online review content before the exam day of teacher Nghe.

The concerns and doubts arose from 2 videos of the last online review session right before the official exam date of July 8, 2021 of the Natural Science exam (including 1 video reinforcing key theories broadcast on July 5, 2021 and 1 video correcting question number 40 in the exam preparation course on July 7, 2021).

When comparing, the similarity/similarity ratio was up to 80% (32/40 questions), Mr. Hien said that if this was Mr. Nghe's prediction of the exam, it was truly a strange coincidence. Because besides the text content, there were also many drawings that were not in the textbook or any previous exam questions, but appeared in Mr. Nghe's review content and were similar to the official exam questions.

In particular, some sentences have exact word-for-word repetition, intact as in the exam.

After the exam ended, in July 2021, a representative of the Ministry of Education and Training said that they had received the information and coordinated with relevant agencies to verify and clarify.
