Changes in test scoring
Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), said that the 2025 high school graduation exam will mainly focus on the 12th grade program. The exam must follow the requirements of the 2018 General Education Program, and will not include questions outside the program.
The distribution of high school graduation exam questions will be in the following proportions: 40% knowledge level, 30% reading comprehension, 30% application.
The application part of the exam will use unfamiliar contexts, not contexts available in textbooks.

The next new point that the 2025 High School Graduation Exam Regulations clearly state is that the graduation exam score only accounts for 50%, the remaining 50% is calculated from the 3-year high school study process, different from before (ratio 70-30). "This shows that exams are only a part of assessing students' abilities," said Mr. Ha.
According to Mr. Ha, the ability to be autonomous and self-study is one of the three common abilities of all subjects. The spirit of Circular 29 of the Ministry of Education and Training, issued at the end of December last year, promotes the spirit of self-study of students, learning proactively instead of relying too much on external factors. Therefore, the above scoring regulations encourage students to come up with a plan to improve their self-study.
5 different exams in 1 exam room: what to do?
At the conference, Mr. Ha presented some new points in the organization of the exam. Accordingly, many localities are concerned and worried about the process of arranging the exam rooms. The Ministry of Education and Training said that for the convenience of students, they are arranged in a single exam room and do not have to move around during exams.
"Accordingly, even though one subject is tested at two different times, to ensure security, instead of only having 24 exam codes, the Ministry of Education and Training increased it to 48 exam codes.
The Ministry requires that the papers be collected by exam room, not by subject. We have conducted tests and simulated up to 5 different subjects in 1 exam room at two time slots and found that it can still be handled," said Mr. Ha.

With these technical changes, the representative of the Ministry of Education and Training said that the printing and copying of exam papers must be different from before, and be specified according to the number of subjects in each exam room.
According to the Ministry of Education and Training, many localities have organized mock exams, which have basically gone smoothly, but the organization model is different from the real exam, such as taking more than 3 sessions. Therefore, the Ministry of Education and Training requires localities to organize mock exams to be as similar as possible to the real exam model.
The special thing about this year's exam is that it will be held simultaneously for candidates who have not graduated yet or who are taking the exam to serve university admissions.
Due to the different time and number of exam sessions for the two candidates in the two programs, to avoid even the smallest errors, the Ministry of Education and Training requires organizing different exam sites for candidates in the two different programs. At the same exam site, the exam questions of the two programs will not be tested.
The 2025 High School Exam has many new points: reducing 1 exam session, reducing 2 exam subjects; increasing the rate of using process assessment scores (report cards) from 30% to 50%; foreign language certificates cannot be converted to 10 points; eliminating the addition of vocational certificate points for all candidates...
Previously, in October 2024, the Ministry of Education and Training announced 18 reference questions, ensuring compliance with regulations on the structure and format of high school graduation exams from 2025; at the same time, closely following the 2018 general education program, focusing mainly on grade 12, to help teachers proactively teach and review right from the beginning of the school year.
