On October 17, according to Thanh Nien reporter's source, Mr. Le Van Su, Vice Chairman of Ca Mau Provincial People's Committee signed a report to the Prime Minister and Deputy Prime Minister Tran Hong Ha on the proposal to handle the policy of allowing the establishment of Ca Mau University of Medicine and Pharmacy.
Previously, on September 6, 2018, the Prime Minister agreed in principle to allow the establishment of Ca Mau University of Medicine and Pharmacy. After that, the People's Committee of Ca Mau province organized a bidding to select investors according to regulations. The joint venture of KOREAN STAR - Sao Han Cosmetic Surgery Hospital Co., Ltd. and Sao Viet Cosmetic Hospital Co., Ltd. (referred to as the investor) won the bid.
Ca Mau Provincial People's Committee considers terminating the contract with the investor of Ca Mau University of Medicine and Pharmacy
On August 30, 2019, the investor and the People's Committee of Ca Mau province signed a contract to implement the investment project to build Ca Mau University of Medicine and Pharmacy (type of land use project contract). The contract implementation period is 60 months, the project implementation location is in Tan Xuyen Ward, Ca Mau City.
On August 8, 2023, the Government Office issued a document on considering the policy of allowing the establishment of Ca Mau University of Medicine and Pharmacy. On August 18, 2023, the People's Committee of Ca Mau province and representatives of relevant departments and branches met and worked with investors to agree on commitments to implement the investment project to build Ca Mau University of Medicine and Pharmacy in the coming time, as a basis for reporting to the Prime Minister.
Consider terminating the contract with the investor
At the above meeting, the investor committed to implementing many contents in August and September 2023. However, by early October, according to the report of the People's Committee of Ca Mau province, the investor had not yet completed many contents as committed.
Specifically, the amount of 12 billion VND has not been fully paid to the budget of Ca Mau province (before August 28, 2023), but only 5 billion VND (paid on September 11, 2023); the progress of the items according to the contract and the detailed construction planning at a scale of 1/500 approved by the Provincial People's Committee in Decision No. 1159/QD-UBND dated June 25, 2020 (28 items of the entire project) has not been fully established. The investor only made a commitment to the progress of completing phase 1 of the project by August 2024 (8 items).
Regarding the commitment to prove the minimum equity that the investor must arrange is more than 200 billion VND through the 2022 financial report audited by an independent auditing agency, the investor only provided a photocopy of the audit report with a stamp on the first page. Similarly, the proof of the minimum loan capital that the investor must mobilize is 880 billion VND (providing documents before August 28, 2023), but the investor only submitted a photocopy of the credit commitment (of the guarantor bank) with a stamp on the first page. The People's Committee of Ca Mau province believes that the legality of the audit report and the photocopy documents provided by the investor is unclear and needs to be checked and verified.
In addition, according to the commitment, the investor must have staff and an office located in Ca Mau province (to be completed in September 2023). However, the investor has not yet provided the office address in Ca Mau province and contact phone number.
According to the People's Committee of Ca Mau province, after the process of coordination and supervision of the implementation of the investment project to build the Ca Mau University of Medicine and Pharmacy, the investor will face many difficulties, especially financial difficulties in the coming time if the project continues to be implemented. Therefore, the People's Committee of Ca Mau province will direct the advisory agency to consider terminating the contract with the investor.
