The Vietnam Road Administration has issued a document requesting the Thang Long Project Management Board to expedite the selection of investors for the Dau Giay - Tan Phu expressway project.
According to the Vietnam Road Administration, the Dau Giay - Tan Phu Expressway construction project (phase 1) under the PPP method was approved for investment by the Ministry of Transport (now the Ministry of Construction ) in Decision No. 954 dated July 30, 2024.
In fulfilling its role as the bidding entity, the Thang Long Project Management Board organized the selection of investors to implement the project and opened the bidding on February 27, 2025.
The Dau Giay - Tan Phu expressway project will create momentum for connectivity, promoting cooperation and development between the Southeast region and the Mekong Delta, the Central Highlands, and the South Central region (Illustrative image).
To ensure the project's progress, the Vietnam Road Administration requests the Thang Long Project Management Board to urgently complete the evaluation of bidding documents and submit the results of the investor selection to the Ministry of Construction.
At the same time, coordinate with relevant agencies to develop a plan for implementing the Project, including a commencement plan to meet the progress requirements of the Prime Minister and the Ministry of Construction.
According to the project approval decision of the Ministry of Transport , the Dau Giay - Tan Phu expressway construction project (phase 1) will be implemented under the PPP method with a total length of over 60km.
The project starts at Km 0+000, at the intersection with National Highway 1, connecting to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, located in Dau Giay town, Thong Nhat district, Dong Nai province. The end point is at Km 60+243.83 (at the end of the intersection with National Highway 20), connecting to the Tan Phu - Bao Loc Expressway project (Lam Dong), located in Phu Trung commune, Tan Phu district, Dong Nai province.
The project has a total investment of over VND 8,981 billion. Approximately VND 7,681 billion will be raised by the investor, with a planned allocation of about 30% in 2025, 40% in 2026, and 30% in 2027. The state's contribution to the project is approximately VND 1,300 billion, part of the medium-term public investment plan using state budget funds for the period 2021-2025, approved by the Prime Minister.
By early 2025, the Ministry of Transport had approved an adjustment to the total investment for the Dau Giay - Tan Phu expressway project, reducing it to over 8,490 billion VND.
This capital amount has decreased by nearly 500 billion VND compared to the previous plan. Of this, capital raised by investors accounts for over 7,190 billion VND, and state support accounts for 1,300 billion VND. The payback period has also been significantly shortened, from 18 years and 2 months to 16 years and 11 months.
The project scale remains the same as before; Phase 1 will be constructed to meet the standards of a Class 100 expressway, with 4 lanes and a roadbed width of 17m. Sections with weak soil foundations, bridges, and emergency stopping areas will be constructed to full scale, with a roadbed width of 24.75m.
When completed, the expressway will have a design speed of 100 km/h, a scale of 4 lanes, and a roadbed width of 24.7 m.
The project is invested in to meet transportation needs, reduce congestion, and ensure traffic safety on National Highway 20, contributing to the synchronized exploitation of high-capacity, high-speed expressways on the Ho Chi Minh City - Dau Giay - Lien Khuong transport corridor, promoting socio-economic development of Dong Nai province and the Southeast region.
The project is scheduled to be implemented starting in 2024, substantially completed in 2026, and put into operation from 2027.
