(QBĐT) - On the afternoon of March 20, the Government held a national online conference on the drafting of a decree detailing the implementation of Resolution No. 170 and Resolution No. 171 of the National Assembly, chaired by comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister.
Attending at the Quang Binh bridge point were comrade Doan Ngoc Lam, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders of relevant departments and branches.
At the conference, representatives of the Ministry of Agriculture and Environment briefly reported on the draft Decree detailing Resolution No. 170/2024/QH15, dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, Khanh Hoa Province and Resolution No. 171/2024/QH15, dated November 30, 2024 of the National Assembly on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
Accordingly, the draft Decree details Resolution No. 170 to promptly implement the Party's policies and directions and practical requirements to remove difficulties and obstacles related to projects and land in inspection conclusions and judgments, and to unlock resources for socio-economic development of localities.
This Decree only stipulates the contents that the land law does not have to implement Resolution No. 170 of the National Assembly. After implementing Resolution No. 170 and this Decree, land management and use shall be implemented according to the general provisions of the land law.
The Draft Decree detailing the implementation of Resolution No. 171 aims to create a legal corridor for managing the land use rights market and the real estate market to develop stably, healthily, openly and transparently; promote decentralization and simplify administrative procedures, contributing to promoting the country's urbanization process, solving the people's need for residential land and housing.
At the conference, representatives of leaders of ministries, branches and localities discussed and gave specific opinions on the basic contents of the two draft decrees to ensure feasibility and effectiveness, combined with resolving projects that are still stuck and pending due to overlaps and inadequacies of the legal system, creating consistency, unity, ease of understanding and implementation.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha basically agreed with the viewpoints and contents of the two draft decrees and gave specific comments on a number of important issues. The Deputy Prime Minister requested the Ministry of Agriculture and Environment to continue to synthesize, absorb and study the proposed opinions of ministries, branches and localities to soon complete the draft decrees to submit to the Government for consideration and decision.
