Since the beginning of the year, the country has supported 121,638/223,164 houses (reaching more than 54%), of which more than 65,000 houses have been inaugurated; more than 56,000 houses have been newly built. From now until the end of the year, the country must complete more than 101,000 houses; on average, 459 houses must be removed each day, each locality must remove 8 houses per day.
According to Minister of Ethnic Minorities and Religions Dao Ngoc Dung, after the second meeting of the Steering Committee so far, localities and sectors have resolutely focused on implementing the Prime Minister's conclusions and have had positive changes.
The main difficulty of localities is still the resources to implement the Program, including the content of using 5% of the budget, this content is submitted by the Ministry of Finance and the Prime Minister will give his opinion for early allocation. Localities have proposed to remove obstacles in funding to support people with meritorious services that have not been resolved. Some localities are having problems related to the number of migrants from one locality to another; in addition, localities have generated data... so the progress of implementing the Program is still slow.
At the meeting, many localities shared good practices in implementing the Program. Some localities are flexible in implementing the Program, especially in land issues. Regarding funding, the province allocates funds in general, the district is responsible for land, and the commune is responsible for labor. Some localities assign each provincial official to be in charge of a poor commune to implement the housing support program. These are good practices of many localities.
In Bac Kan province, in 2025, it is striving to eliminate 4,705 temporary and dilapidated houses for meritorious people, the poor and near-poor, of which 3,975 households need to rebuild and 730 households need to repair their houses. Since the beginning of the year, the province has completed the construction of 10 houses for households in the area.
The Prime Minister commended the localities and units that have focused on implementing the tasks, the business community and the people of the whole country have responded positively, making important contributions to the overall results of the Program with the spirit of "whoever has something to help, whoever has a lot helps a lot, whoever has a little helps a little, whoever has merit helps merit, whoever has property helps property". At the same time, he emphasized that this is a call, also a motto for action to implement the Program, it is necessary to clearly assign people, clearly assign tasks, clearly assign time, clearly assign responsibilities, clearly assign results. Strive to basically complete the elimination of temporary and dilapidated houses by October 31, 2025.
The Prime Minister requested to thoroughly grasp the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, the People are the masters"; promote the spirit of "mutual love and affection", great national unity, mobilize the entire political system to participate; strengthen information and communication work, create motivation, inspire the People, call for the spirit of self-awareness, self-reliance, and self-improvement for those who benefit. The task of completing the elimination of temporary and dilapidated houses in 2025 is very heavy, requiring the participation with high determination, great efforts of the entire political system, the business community and the People of the whole country to join hands and wholeheartedly implement; request Ministers, Heads of branches, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities to promote the sense of responsibility before the Party, the State and the People, to lead and direct the best implementation of the Program.
After the meeting, Chairman of the Provincial People's Committee Nguyen Dang Binh, Deputy Head of the Provincial Steering Committee, requested units to focus on reviewing and speeding up the progress, doing it sooner, faster, and striving to complete it in October as directed by the Prime Minister. The Chairman of the Provincial People's Committee emphasized that currently, Bac Kan still lacks more than 200 billion VND to achieve the goal of eliminating temporary and dilapidated houses in 2025, and requested units and localities to mobilize organizations, individuals, and philanthropists to support the province. Regarding the central government's capital allocated to the province, the province will allocate it for immediate implementation.
