Turn potential into advantage

In terms of objective conditions, the favorable geographical location helps Lao Cai play a particularly important role on the Kunming- Lao Cai -Hanoi-Hai Phong economic corridor, being the “gateway, bridge” for two-way goods from China to Vietnam, ASEAN countries and vice versa. In addition to the geographical advantage for developing the border gate economy, Lao Cai also has many favorable conditions for developing transportation, tourism and services.

Lao Cai province has identified border gate economy as one of the four important pillars of economic development of the province, along with processing industry, tourism and agriculture. On the other hand, the province has also actively accelerated the implementation of planning in border gate economic zones, creating new land funds and increasing attractiveness to investors. Currently, within the border gate economic zones and industrial parks, there are 21 functional areas with detailed planning approved with an area of ​​over 2,132 hectares.

Logistics is a service industry that plays a particularly important role in the overall structure of the national economy, supporting, connecting and promoting the socio-economic development of each country as well as each locality, contributing to improving the competitiveness of the economy. On August 26, 2021, the province issued the "Project on developing logistics services in the area until 2025, with a vision to 2035". The project clearly analyzed the favorable and difficult conditions in developing logistics services in the area, thereby clearly identifying the goals, tasks and specific solutions to promote service development until 2025, with a vision to 2035. Accordingly, in the 2021-2025 period, investment will be made to build the Kim Thanh-Ban Vuoc logistics center in Bat Xat district, within the Lao Cai border gate economic zone. This is an area connecting with the Noi Bai-Lao Cai expressway, inland waterway ports, railway stations, dry ports, industrial parks, international border gate pairs, etc.

The scope of this center's operations is mainly in the northern midland and mountainous provinces such as Phu Tho, Yen Bai, Lao Cai, Tuyen Quang, etc.; connecting with dry ports, seaports of Hai Phong, Quang Ninh, airports, railway stations, bus stations, industrial parks and border gates (in Lao Cai, Lai Chau, Ha Giang provinces). The province is actively selecting suitable investors with experience and strong financial potential to participate in investing and operating this logistics center.

Remove obstacles

According to Resolution No. 11-NQ/TW (dated February 10, 2022) of the Politburo on "Orientations for socio-economic development, ensuring national defense and security in the midland and mountainous regions of the North to 2030, with a vision to 2045", it is determined to "turn Lao Cai into a center for economic trade connection between Vietnam and ASEAN countries with the southwest region of China". The province has reviewed and comprehensively assessed the current development situation to have a panoramic picture, as a basis for reporting to the Government on solutions to implement the Politburo's policy.

During the review and assessment process, the province identified obstacles such as 2/3 of Lao Cai's natural area has complex and strongly fragmented terrain, difficulties in completing technical and social infrastructure, and traffic connections between areas in the area. The scale of the province's economy is still small, resources are limited, and resource mobilization from economic sectors has not met development requirements.

With ethnic minorities accounting for 66.2%, the quality of human resources, especially high-quality human resources in Lao Cai is still weak,... In terms of mechanisms and policies, Lao Cai as well as the northern midland and mountainous region still lacks specific mechanisms and policies, and has not created a strong driving force for breakthrough development.

According to the assessment of the Head of Lao Cai Economic Zone Management Board, Vuong Trinh Quoc, some service sectors of the province have not developed to match their advantages such as border gate economic services, logistics and transportation services. The business community in the area is mainly medium, small and micro-sized, with limited financial and management capacity, lacking leading and leading enterprises. For example, Viet Trung Logistics Company has a 5.6-hectare parking lot in Kim Thanh Commercial Area (Lao Cai city). Since 2019, it has invested 70-80 billion VND in parking lot infrastructure with a capacity of about 200-220 trucks from China and Vietnam.

Company Director Nguyen Xuan Que said that investing in logistics service infrastructure costs quite a lot, while the revenue is very small. The revenue is low, and the unit only collects from Vietnamese vehicles, while the majority of vehicles from China are collected by the Lao Cai Economic Zone Management Board. The company proposed that the Lao Cai Economic Zone Management Board share some of this revenue with the unit, about 15-20% or more,...

In an overall assessment, Mr. Hoang Quoc Khanh, Vice Chairman of Lao Cai Provincial People's Committee, said that due to early identification of difficulties and obstacles, Lao Cai province has coordinated with the Ministry of Industry and Trade to complete the project to turn Lao Cai into a center for economic trade connection between Vietnam and ASEAN countries with the southwest region of China.

In particular, the province proposed the following groups of solutions: Strengthening state management and improving the business environment in the direction of simplifying and facilitating administrative procedures for enterprises, supporting the improvement of competitiveness for enterprises; strongly mobilizing social resources, attracting investors, including foreign investors, on the basis of integrating capital sources to ensure the effectiveness of attracting investment and using investment capital.

At the same time, improve the quality and attract highly qualified human resources, have policies to attract workers outside the province, in order to create a labor market that meets the requirements of investors; research and apply scientific and technological achievements to the socio-economic development of the province, first of all, build e-government, towards digital government; strengthen economic linkages between Lao Cai and the provinces in the midland and mountainous regions of the North and start from regional development planning, promote cooperation between Lao Cai and ASEAN countries with the southwest region of China;….
