As one of the most difficult districts in the province in implementing the national target program on new rural construction, over 10 years of focusing on this central and continuous task, Ky Anh has always promoted the will to overcome difficulties, had many creative ways of doing things and made steady steps. Up to now, the final tasks are being completed so that Ky Anh can be recognized as a new rural district by the end of 2023 as the target set by the District Party Congress for the 2020-2025 term.
In 2011, Ky Anh district started to build a new countryside with small-scale production, average income per capita of 15 million VND/year, and a poverty rate of over 22.44%. Therefore, the district has given maximum priority to policies and resources to open up the direction of rural economic development with the view that increasing people's income is the decisive factor for the success of the new countryside construction program.
The biggest turning point, which can be considered a fundamental shift from traditional small-scale production to large-scale, commodity production in Ky Anh district, is the initial success in land conversion and land consolidation. At the end of 2021, Resolution No. 06-NQ/TU of the Provincial Party Committee was issued, which was considered an opportunity and an important driving force for Ky Anh district to thoroughly implement land conversion and land consolidation. Accordingly, the new approach of Ky Anh district compared to other localities is to be persistent and determined with the goal: each household or households only produce on 1 plot associated with re-issuing land use right certificates.
Hoa Hop village, Ky Van commune is a pioneer in the land conversion "revolution".
The first "shot" of this "revolution" was Hoa Hop village (Ky Van commune) - the locality chosen by the district to implement the land conversion of 100% of the area before the spring crop planting date of 2022. With the solidarity and consensus of cadres and people, after just over 1 month of implementation, Hoa Hop village has made a breakthrough: from 786 plots, the conversion has left only 89 plots. From the experience and methods of the pilot village, the movement has quickly expanded throughout the commune. Up to now, Ky Van commune has 3 villages implementing the conversion with 146.2 hectares thoroughly converted. Mr. Nguyen Tien Dien - Secretary of the Party Committee of Ky Van commune said: "According to the roadmap, each year the commune has one village completing the conversion; thus, with 8 village units, by 2027, Ky Van will complete the land conversion of 100% of the area".

Ky Anh district issued a detailed plan to implement Resolution No. 06-NQ/TU, with a methodical and specific implementation process, aiming to complete 54 areas, with 1,950 hectares by the end of 2025. By the end of 2023, Ky Anh district had 18 areas of 9 communes, with a total area of 890 hectares converted to land, thoroughly consolidated and exchanged plots associated with re-issuing land use right certificates to people. After conversion, the average is 0.85 ha/plot; over 80% of households still have 1 plot/household.
The converted fields have been fully exploited by Ky Anh district in building large model fields, producing the same variety and season; developing an effective and sustainable production and consumption chain for rice.
The success of the policy of land conversion, land consolidation, and plot exchange in Ky Anh district was soon affirmed when many large fields, model fields producing with "1 variety, 1 season, 1 process" were born; many models of joint production, organic production were widely developed, many new varieties were introduced..., creating outstanding income value and especially gradually effectively implementing the restructuring of agriculture on the basis of sustainable development. For example, in Phu Minh village (Ky Phu commune), after the conversion, the commune has built a 65-hectare VietGap rice production area; a 15-hectare organic rice production field, of which 3 hectares are planned for organic rice production combined with fish farming and moving towards eco-tourism exploitation. Also here, a rice product consumption model has appeared between the Phu Minh village rice growing cooperative and Nguyen Lam production, trade and service cooperative (Ky Giang commune); The model is considered the foundation and driving force for expansion in both area and quality throughout the district in the future. Or the model of "Rice production combined with organic farming of earthworms" in Dau Giang village (Ky Khang commune), with 17.5 hectares, in addition to greatly increasing the income value per unit of product, also creates a sustainable ecosystem.

Along with land conversion, mainly in the delta region; for the upper communes, which are considered to have a lot of potential in the strategy for sustainable agricultural development of Ky Anh district, many directions have been implemented by the district. With advantages in area, soil and favorable microclimate, tea has long been considered a "rich" tree for the people of the upper Ky Anh region and is also the local key product in building the new rural area. Up to now, the tea area of the whole district has reached over 400 hectares, of which 80% is produced according to the VietGAP process; nearly 300 hectares have been harvested, the output of fresh tea buds reaches over 2,800 tons/year. In the new phase of agricultural development strategy, each year, localities plant an additional 50 hectares associated with increasing product value, aiming to produce OCOP products in the upper region.
Up to now, the tea area of the whole district has reached over 400 hectares, of which 80% is produced according to VietGAP process.
Promoting the advantages of developing the forest garden economy, with the goal of raising the level of planted forest wood, from 2020 to now, Ky Anh district has coordinated with An Viet Phat Forestry Cooperative (under An Viet Phat Group - Ho Chi Minh City) to support the granting of sustainable forest management certificates (FSC) for the two communes of Ky Tan and Lam Hop with initial results of 3,714 hectares being granted sustainable forest management certificates. Mr. Nguyen Tien Duong - Chairman of the Farmers' Association of Ky Tan commune, Head of the FSC An Viet Phat Ky Anh household group said: "After more than 2 years of participation, it has been shown that the wood products produced are purchased at a higher price than traditional planting and when selling, people do not have to peel the bark of cajuput trees - a step that takes a lot of time and costs, but also increases the weight of the product, the economic value is also higher".
Rice products of Phu Minh Village Rice Growing Cooperative have been purchased by Nguyen Lam Production, Trade and Service Cooperative (Ky Giang Commune).
Also in the strategy of expanding and developing key forest products, a new direction is opening up with a pilot model of growing water rattan in Lam Hop and Ky Trung communes from early 2023; currently in the nursery stage with 35,000 pots. When this new planting area is exploited and expanded, it will be a source of raw materials to supply the processing needs of Ha Thanh Agricultural and Forestry Cooperative, Lam Hop commune (scale of 500 - 600 tons of raw rattan/year).
Focusing on developing livestock farming in the direction of intensive and industrial farms, in addition to developing the total herd and improving the quality of livestock, Ky Anh district has joined hands with Que Lam Group Joint Stock Company to build models to create higher and more sustainable income values. Mr. Tran Van Hop's family in Ha Phong village (Ky Phong commune) is one of the leading models in livestock farming linkage since October 2022 , with 450 m2 of barns, up to now it has developed to more than 100 commercial organic pigs/year, including 7 sows, with a revenue of nearly 500 million VND/year. According to Mr. Hop, organic farming has many benefits: clean and safe meat products; simple care process; cheaper input costs than traditional farming because it takes advantage of a large amount of green vegetables on the spot; Using biological bedding technology and probiotics to treat waste keeps barns dry, odorless and free of wastewater; all waste and by-products are processed into organic fertilizer to fertilize medicinal plant gardens for livestock and other crops.
Ky Phong mushroom products are building OCOP products.
In the field of aquaculture, mainly shrimp farming, Ky Anh district focuses on directing and supporting investment in modernization and upgrading infrastructure of farming areas towards intensive and high-tech farming, encouraging people to change their extensive farming methods and boldly build large-scale intensive farming models. Up to now, the whole district has nearly 50 hectares of intensive farming (in 2020, there were only 12 hectares); dozens of semi-intensive and high-tech intensive shrimp farming models have been built; shrimp diseases have significantly decreased; output has increased 3.5 times higher than before.
Mobilizing the entire political system to implement the OCOP Program, Ky Anh district has successfully implemented this program, thereby creating a strong push to restructure the agricultural sector towards modernity, sustainability, and increasing production value. From 2019 to present, the whole district has 61 ideas registered to participate, of which 49 ideas were appraised and approved and 35 product production and business plans were approved by the district People's Committee. The whole district currently has 18 products meeting 3-star OCOP standards (of which, 16 products achieved 3-star OCOP, 2 products achieved 4-star OCOP).
Phu Khuong fish sauce (Ky Xuan commune) is one of the first products in the province to be established and recognized as a 3-star OCOP product in 2019; by 2021, it will be upgraded to 4 stars. Every year, the cooperative purchases 350-400 tons of fish as raw materials for fish sauce production, with a production scale of over 300 thousand liters/year, the consumption market is increasingly expanding. Ms. Le Thi Khuong - Director of Phu Khuong Seafood Purchasing and Processing Cooperative said that the cooperative is continuing to upgrade the technological line, improve quality, innovate product forms and designs; continue to train members; focus on research, construction and market expansion... with the goal of upgrading the product to 5-star OCOP by 2024.
Cam Khe Xai, Ky Son commune was recognized as a 3-star OCOP product in 2019.
Realizing the importance of participating in the production of OCOP products, more and more establishments want to be listed in the list of key local products. Mr. Phan Huy Tuan - the owner of a farm that combines livestock, farming and mushroom production in Ky Phong commune is building a large-scale oyster mushroom growing model, and at the same time building a 3-star OCOP product in the locality. From a small-scale mushroom production site, with the encouragement and capital support of the district, he invested 1.1 billion VND to build a mushroom seed production area with many modern equipment with an area of 630 m2 , a capacity of 3-5 thousand seed bags/day; both providing mushroom seeds for his family and selling to other production establishments. The new point in Mr. Tuan's mushroom seed production is that instead of using sawdust to pack oyster mushroom growing bags, he has researched the use of straw as raw material through a humidification process. According to Mr. Tuan, using straw as raw material makes the mushroom clusters bigger, whiter and the product is also crispier and sweeter. This is considered an advantage for Ky Phong mushroom products to soon take shape in the list of OCOP products of the district in the near future.

Up to now, 18 OCOP products and 5 clean, organic agricultural products have been traced and introduced on the agricultural e-commerce platform https://nongsankyanh.com; dozens of other products are in the process of being built. Many agricultural products are produced to meet high quality standards such as: rice (90.91 ha), melons grown in greenhouses (1,700 m2 ), oranges and grapefruits (73.7 ha); 2 poultry farms, 1 intensive shrimp farm meeting VietGAP standards; 9 OCOP product production facilities meeting GMP, HACCP quality standards...

Mr. Nguyen Thanh Hai - Vice Chairman of Ky Anh District People's Committee affirmed that with the attention and direction, concern for finding new directions and ways, closely following to remove difficulties, the government and functional branches have accompanied the people to promote production development. By the end of 2023, the average income per capita of the whole district reached 48.9 million VND/person/year (an increase of 30.39 million VND compared to 2013); the poverty rate of the whole district by the end of 2022 was only 4.36% (new poverty standard), the rate of near-poor households decreased to 4.32%. In the coming time, the district will continue to focus on creating a breakthrough in developing large-scale, modern, sustainable commodity agriculture; attracting investment to strongly develop rural industry, small-scale industry, services, and trade in the area, associated with shifting the labor structure, and increasing income for rural people. Step by step linking agricultural production, new rural areas with tourism, services, ecological environment protection, preserving and promoting traditional cultural values, building bright - green - clean - beautiful villages rich in cultural identity...
