Implementing Conclusions No. 134,135,136,137,138,139-KL/TW of the Politburo and the Central Party Secretariat

Implementing Conclusion No. 134-KL/TW, 135-KL/TW, 136-KL/TW, 137-KL/TW, 138-KL/TW, 139-KL/TW dated March 28, 2025 of the Politburo, the Secretariat, the Standing Committee of the Provincial Party Committee requested the Party Committees of the provincial Party agencies, the Party Committee of the Provincial People's Committee, the Party Committees (cells) of specialized agencies advising the Provincial Party Committee, the Fatherland Front and socio-political organizations of the province, the district Party Committees, town Party Committees, city Party Committees, and Party Committees directly under the province to continue to proactively follow the new direction of the Central Committee and the Provincial Steering Committee to focus on implementing well the following contents and tasks:

1. The Provincial People's Committee Party Committee shall preside over and coordinate with the Provincial Party Committee's Organization Board, the Provincial People's Council Party Committee and relevant agencies to: (1) Closely follow the direction in Conclusion No. 137-KL/TW of the Politburo and the Secretariat to develop a project to rearrange and reorganize administrative units at all levels and build a model of organizing a 2-level local government to ensure compliance with regulations and directions of the Central Government and the Provincial Steering Committee to report to the Government before May 1, 2025 ; (2) Closely follow the direction in Conclusion No. 134-KL/TW to implement the rearrangement of the inspection agency system in accordance with the conclusions of the Politburo and the Secretariat. Review and arrange the organizational structure, arrange the forces, facilities, necessary conditions, and implementation roadmap in sync with the implementation of the policy of rearranging administrative units and building a 2-level local government organization model (To be completed before June 15, 2025) ; (3) Direct the Party committees and Party organizations of agencies and units under the Provincial People's Committee to closely follow the documents of the Central ministries, branches and sectors to proactively propose, amend and supplement documents related to the rearrangement of administrative units and local government organizations to ensure that there are no legal gaps so that the commune-level administrative units after the rearrangement can operate continuously, smoothly and promptly to serve the people and businesses.

2. The Provincial People's Council Party Committee proactively coordinates with the Provincial People's Committee Party Committee to direct the review and statistics of the number of People's Council delegates at the provincial, district and commune levels and report to the Provincial Party Standing Committee (through the Provincial Party Committee's Organization Board) (To be completed before April 9, 2025) ; Lead and direct relevant agencies to submit to the Provincial People's Council for approval the Project of not organizing the district level and rearranging and reorganizing the commune-level administrative units of Quang Ninh province for implementation.

3. The Provincial Party Committee's Propaganda and Mass Mobilization Department shall preside over and coordinate with relevant agencies to develop a propaganda plan to ensure raising awareness, unity within the Party Committee, and consensus among the People on the implementation of the arrangement of administrative units and the organization of 2-level local governments (To be completed before April 10, 2025) ; Develop a project and plan to use the existing district-level political center in the direction of placing it directly under the Party Committee of the commune, ward, and special zone where the district-level political center is located to serve the common training and fostering of cadres, party members, and civil servants of communes, wards, and special zones of localities in the same district-level administrative unit before the arrangement, ensuring effectiveness and meeting the requirements of training and fostering political theory and professional expertise at the commune level according to regulations (To be completed before June 1, 2025) ; Continue to focus on grasping the people's ideological situation, orienting public opinion, creating high consensus and unity in the political system, among cadres, civil servants, public employees, workers and people when implementing major policies of the Party and State.

4. The Provincial Party Committee's Inspection Committee shall preside over the review and compilation of the list of Inspection Committee officials who have worked at the district-level Inspection Committee; coordinate with the Provincial Party Committee's Organization Committee and the district-level Party Committee's Standing Committee to propose a plan for the Inspection Committees of communes, wards, and special zones to report to the Provincial Party Committee's Standing Committee (through the Provincial Party Committee's Organization Committee) (To be completed before June 15, 2025) .

5. The Provincial Party Committee's Organizing Committee shall preside over and coordinate with relevant agencies to advise the Provincial Party Committee's Standing Committee on: (1) Decision on the establishment of the Party organization of the Provincial Fatherland Front after the reorganization; Party organizations at communes, wards, and special zones; (2) Decision on the allocation and temporary assignment of staff to provincial and communal-level agencies and units after the reorganization; (3) Training plan for commune, ward, and special zone officials and civil servants to ensure they meet the standards and working conditions at the Party organizations of the new commune Party Committee; (4) Draft Decision on the establishment, regulations on the functions and tasks of the Provincial Fatherland Front Agency after the reorganization; (5) Arrangement of cadres, civil servants, and public employees after the reorganization and consolidation of the organizational apparatus (To be completed before June 15, 2025) .

6. The Provincial Party Committee Office, based on the instructions of the Central Party Office, shall preside over and coordinate with relevant agencies and units to guide agencies, units and localities to review, classify, arrange, compile statistics and digitize documents and records to serve the document handover work; monitor and urge Party committees, agencies, units and localities to implement Conclusions No. 134-KL/TW, 135-KL/TW, 136-KL/TW, 137-KL/TW, 138-KL/TW, 139-KL/TW of the Politburo and the Secretariat to ensure the set progress.

7. The Party Cell of the Vietnam Fatherland Front of Quang Ninh province shall preside over and coordinate with the Provincial Party Committee's Organizing Committee and Party Cells of the provincial socio-political organizations to closely follow the direction in Conclusion No. 138-KL/TW of the Politburo and the Secretariat: (1) Complete the Project on reorganizing and streamlining the provincial Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and the State; (2) Develop a draft of functions, tasks, organizational structure, and staff of the Provincial Fatherland Front Committee after the reorganization; (3) Review and propose amendments and supplements to relevant regulations and statutes to ensure that the operation of the Provincial Fatherland Front Committee after the reorganization is stable, effective, and efficient, without missing any subjects (Ensure progress according to the direction of the Central Government) .

8. The Provincial People's Court Party Committee and the Provincial People's Procuracy Party Committee shall preside over and coordinate with relevant Party committees and organizations to closely follow the direction in Conclusion No. 135-KL/TW and 136-KL/TW of the Politburo and the Secretariat to deploy the arrangement of the court and procuracy organization system according to the direction of the Supreme People's Court and the Supreme People's Procuracy. Preside over the reception of Party organizations and Party members when implementing the new model according to regulations (To be completed before April 30, 2025) .

9. Provincial Public Security Party Committee, Provincial Military: (1) Lead, direct, and closely coordinate with local Party committees to seriously implement the Central Project on rearranging commune, ward, and special zone police, and rearranging the organization and apparatus of the People's Army in accordance with the Project on rearranging commune-level administrative units in Quang Ninh province; (2) Advise the Provincial Party Standing Committee to direct the Public Security and Military forces in the province to strengthen their work, coordinate with all levels and sectors to promptly grasp the area, ensure rural security, security in ethnic minority areas, maintain and stabilize political security, social order and safety before, during, and after the rearrangement of commune-level administrative units, rearrangement of the apparatus of the political system, Party congresses at all levels, and the 16th Provincial Party Congress, term 2025 - 2030.

10. District, town, and city Party Committees: (1) Focus on completing the development of the Project to disorganize the district level, and to arrange and reorganize commune-level administrative units according to the direction of the Steering Committee for the arrangement of commune-level administrative units (posting the voter list before April 6, 2025 ; completing the Project to arrange commune-level administrative units of the locality and sending it to the Department of Home Affairs for synthesis before April 12, 2025 ; organizing to collect voters' opinions before April 19, 2025 ; passing it through the People's Councils at the district and commune levels before April 21, 2025 ); (2) Directing the review, classification, arrangement, statistics, and digitization of documents and records to serve the document handover after the implementation of organizational restructuring in localities, agencies, and units; (3) Strengthening the work of grasping the ideological situation of cadres, party members, civil servants, and public employees; propagating and raising awareness of the policies of the Central and the province, creating consensus and support in the political system and among the people, maintaining stability in the locality. Propagating and implementing support policies and regimes for retired civil servants according to decentralization.

The Standing Committee of the Provincial Party Committee requests the Party Committees of the provincial Party agencies, the Party Committee of the Provincial People's Committee, the Party Committees (cells) of specialized agencies advising the Provincial Party Committee, the Fatherland Front and socio-political organizations of the province, the district, town, city Party Committees, and Party Committees directly under the province to seriously grasp and implement the assigned tasks. Proactively and actively do a good job of propaganda, mobilization, ideological orientation and public opinion, ensuring solidarity, consensus and high unity among cadres, party members, civil servants, public employees and people of all walks of life; ensure good control of the area, maintain political stability and social order and security in the province.
