Building a team of intellectuals among the top in the region

The 8th Conference of the 13th Party Central Committee has just issued Resolution No. 45-NQ/TW (Resolution No. 45) on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period, thereby clearly affirming the important position and role of intellectuals in the cause of building and defending the Fatherland.

Viewpoint, goal

The intellectuals are a workforce with high levels of education, deep expertise in a field, independent and creative thinking ability; patriotism, morality and revolutionary ideals, attached to the Party, State and nation; a force with an important role in the alliance of the working class and the peasantry under the leadership of the Party; responsible for pioneering, creating high-quality spiritual and material products for society, a special resource in the development of the knowledge economy, industrialization, modernization, international integration and the development of an advanced Vietnamese culture imbued with national identity; an important factor in improving people's knowledge, training human resources, nurturing talents, enhancing national intelligence and strength, making great contributions to the cause of innovation, building and defending the Fatherland. Building a strong and comprehensive intellectual team is an investment in building, nurturing "national spirit" and sustainable development; is the responsibility of the Party, the State, the political system and society. Focus on developing the Vietnamese intellectual team both at home and abroad, have breakthrough mechanisms and policies to attract and make good use of intellectuals, especially elite intellectuals, leading experts and talents of the country; pay attention to training and fostering the next generation of young intellectuals. Respect and promote freedom of thought, academics, practice democracy in scientific research, technology, innovation of intellectuals for the goal of a rich people, a strong country, democracy, fairness and civilization; create an environment, conditions and motivation to promote the role and especially important contributions of the intellectual team. Encourage the Vietnamese intellectual team to uphold pride, honor and responsibility towards the Fatherland and the nation, constantly strive to improve political qualities, ethics, capacity and level to contribute to the development of the country.

Resolution No. 45 defines the goal by 2030: Developing the intellectual team in terms of quantity and quality, especially the team of leading experts and scientists in key, important and new fields to meet the requirements of industrialization and modernization of the country. Perfecting mechanisms and policies to ensure feasibility, synchronization, creating opportunities, conditions and motivation for the intellectual team to develop comprehensively, improve capacity, qualifications and contribute to the country. Prioritizing ensuring resources for investment in science and technology development, especially high technology, core technology, source technology, and spearhead technology; focusing on investment in basic research, applied research in areas where Vietnam has strengths, social sciences and humanities, political theory, management, education and training, healthcare, culture, literature and art. Developing a number of research facilities and higher education facilities to reach advanced levels, among the top in Asia; in which Hanoi National University and Ho Chi Minh City National University are ranked in the top 500 universities in the world. Increase the number of inventions, innovations, and scientific works in the regional and world rankings; scientific and technological products, top literary and artistic works; works published in prestigious domestic and international journals. Improve the quality of Vietnamese scientific journals to reach regional and international standards.

Tasks and solutions

The groups of tasks and solutions proposed in Resolution 45 include: Continuing to raise awareness of the position, role and importance of the intellectual team. Strongly innovating thinking, raising and unifying awareness in Party committees, Party organizations, the political system and the whole society about the position, role and importance of building an intellectual team to meet the requirements of industrialization and modernization of the country, the cause of building and defending the Fatherland. Innovating the work of training, fostering, using, rewarding and honoring intellectuals, and promoting talents. Creating breakthroughs, strong and comprehensive changes in the quality of training high-level human resources, nurturing talents in universities and scientific research institutions; identifying key research fields and directions, prioritizing in conjunction with the requirements of promoting research, developing science, technology, and innovation. Strengthening state management, perfecting the legal system, mechanisms and policies for the intellectual team. Urgently institutionalize the Party's guidelines and policies on building a contingent of intellectuals to meet the requirements of the new period; continue to perfect mechanisms and policies to ensure feasibility, synchronization and effectiveness. Promptly promulgate and organize the implementation of the National Strategy on developing the contingent of intellectuals in the period of accelerating industrialization and modernization of the country. Increase resources to build a contingent of intellectuals, proactively and actively integrate into the international community, creating favorable conditions for intellectuals to cooperate, exchange and access scientific and technological advances of advanced countries. Promote the role and responsibility of the contingent of intellectuals; innovate the content and methods of operation of intellectual associations. At the same time, promote the spirit of solidarity and the combined strength of the Vietnamese intellectuals, actively contributing to the cause of innovation, construction and protection of the Fatherland. Build a clean and strong Party organization in intellectual associations, playing a core political role in the activities of the association. Vision to 2045 in Resolution 45: Vietnamese intellectuals are strong, high-quality, reasonably structured, among the top in the region and approaching developed countries; many scientists are influential in the world, winning international awards in various fields; many scientific and technological organizations, educational and training institutions meet international standards to meet the requirements of a developed country.
