(QBĐT) - The “One Commune One Product” (OCOP) program is increasingly attracting more participants. Many typical and distinctive products of localities have been oriented by authorities and subjects to develop a roadmap to become 5-star OCOP products, gradually affirming the potential and value of local agricultural products.

Anh Minh Agricultural Service Production Cooperative (Anh Minh Cooperative), Duong Thuy Commune (Le Thuy) specializes in producing "green products" such as: dishwashing liquid, shampoo, floor cleaner, shower gel, nutritional cereals... To produce the above products, each year the Cooperative consumes dozens of tons of raw materials for farmers in and outside the province such as: Lemongrass, lemon, soapberry, soapberry, betel leaves and many other herbs. The products of the Cooperative are always committed to not causing harm to health, but also supporting the treatment of skin diseases such as: dandruff, fungus, itching, hair loss...

To date, the unit has 4 products that meet OCOP standards, including: Herbal shampoo, shower gel, dishwashing liquid and nutritional cereal powder. The cooperative's herbal shampoo product alone has met the 4-star OCOP criteria in 2022. To improve product quality, the cooperative has invested in expanding the factory, buying more machinery to improve output and quality, meeting market demand.

Along with that, the Cooperative has also coordinated with related units to apply for intellectual property rights for the product, complete the necessary documents, and re-plan the production area of ​​raw materials to meet the criteria of 4-star OCOP products. With the recognition of 4-star OCOP products, herbal shampoo products have an additional "ticket" of prestige not only in the domestic market but also for export abroad.

However, although the product has achieved 4 stars, the Cooperative currently does not have enough economic potential, capacity, production level as well as the ability to access export markets to be able to achieve 5-star OCOP criteria. The Cooperative hopes to have more support for the Cooperative to invest in machinery, equipment, apply science and technology, innovate, improve technology, production processes, preliminary processing, preservation, and product processing to improve productivity and quality of OCOP products. Along with that, create conditions to be able to upgrade all aspects, expand scale, bring higher value to the community, promote advantages in developing herbal plant cultivation, bring common economic benefits to the locality.

For the first time, Quang Binh has 3 OCOP products with 5-star potential, which is an important milestone demonstrating the development of the "One Commune One Product" program in the province. Quang Binh has many advantages in natural resources, along with favorable natural conditions, climate, and soil to continue developing agricultural and non-agricultural products with the potential to reach 5-star OCOP and export. However, to realize this goal, it is necessary to have synchronous solutions, close coordination between enterprises, production facilities with local authorities and related departments, branches, and units.

In order to bring potential products to reach 5-star OCOP, first of all, enterprises, cooperatives, production and trading households need to expand the scale of raw material areas through the following activities: Investing in expanding raw material areas, implementing production linkages according to the value chain to increase input output, prioritizing the development of clean raw material areas in the direction of organic, circular economy for sustainable development; standardizing production processes according to advanced certifications such as VietGAP, GlobalGAP, HACCP, ISO; at the same time, promoting the application of science and technology, bringing new technology into production to improve product quality, packaging, and shelf life. Continuing to pay attention to design, improve product packaging and labels to be increasingly modern, luxurious, environmentally friendly, associated with consumer tastes and general market trends; Create highlights in packaging design style to attract consumers, prioritize electronic traceability, geographical indications, build product stories associated with cultural, indigenous and human factors to create differences and build a separate brand for the product.

To accompany and create momentum for potential OCOP products, local authorities and related departments and branches need to develop mechanisms and preferential policies on land, tax, and credit for enterprises and cooperatives participating in OCOP; plan sustainable raw material areas, ensure concentrated production, and meet product development needs. Along with that, promote the construction of OCOP product introduction and sales points in localities, airports, and tourist areas. Support and facilitate OCOP products to participate in trade promotion activities, domestic and foreign exhibitions and fairs, connect with eco-tourism tours, and experiential tourism to enhance promotion and brand building for typical products of Quang Binh.

OCOP products of the Cooperative for Clean Medicinal Plant Production and Agricultural Business of Cu Nam Commune focus on quality and design.

After 6 years of implementation, the OCOP program in Bo Trach district has aroused the potential and strengths of localities in terms of typical products, creating momentum for agriculture, rural areas and farmers, contributing to changing the thinking of agricultural production for farmers.

To date, the locality has 74 products recognized as meeting OCOP standards, including 63 3-star OCOP products and 11 4-star OCOP products. The products are all key agricultural products of the locality, traditional and capable of being developed into commodities. The OCOP program not only has the meaning of developing production and building product brands but also helps the locality solve important problems in poverty reduction, job creation, income increase, and actively contributes to the implementation of the new rural construction program.

Currently, many OCOP products in the district have entered large supermarkets and clean agricultural product stores, and have a foothold in the market inside and outside the province, such as: Tuan Linh clean mushrooms, Thanh Binh Solanum procumbens, Nhan Nam fish sauce, Ngoc Bien fish sauce, Thanh Quang seafood... In particular, the district has 2 products (Tuan Linh vegetarian fish sauce and Tuan Linh wood ear mushrooms) that have been assessed by the Provincial People's Committee as having 5-star potential and have sent their dossiers to the Ministry of Agriculture and Environment for recognition.

In addition to the advantages, the implementation of the OCOP program in the district still faces many difficulties. The production scale of 4-star OCOP products is still small, not meeting all the criteria for upgrading to 5-star OCOP. To complete the procedures and documents for evaluating the upgrade of 5-star OCOP products requires a lot of funding while the support budget is limited. For products upgraded to star status, according to the new regulations, a certificate of trademark ownership is required, so the procedures and documents need to wait for the Department of Intellectual Property to issue additional documents for appraisal...

In the coming time, the district will continue to promote propaganda and mobilization; support mechanisms and policies, expand production, scale, improve product quality; at the same time, focus on supporting trade promotion entities, market development, distribution channels... contributing to the sustainable development of OCOP products.
