(QBĐT) - On the afternoon of March 29, the Government held an online conference to report on the results of the inspection and urging the implementation of the plan to complete 3,000km of expressways by the end of 2025 by 7 inspection teams led by Deputy Prime Ministers. Comrade Pham Minh Chinh, Politburo member, Prime Minister and Deputy Prime Ministers Tran Hong Ha and Le Thanh Long chaired the conference.
Attending at the Quang Binh bridge point were comrade Phan Phong Phu, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; representatives of leaders of relevant departments, branches, units and localities.
To achieve the goal of having over 3,000km of expressway nationwide by 2025, the Ministry of Construction, localities and the Vietnam Expressway Corporation (VEC) are implementing 28 projects and component projects with a planned completion date of 2025 with a total length of about 1,188km. In addition, 2 projects are scheduled to be completed in 2026, but localities have registered to strive to open the route before December 31, 2025. To date, the progress of most projects is closely following the plan, many projects are ahead of schedule.
However, there are still some projects behind schedule, and problems and shortcomings have not been thoroughly resolved. During the period from March 6 to 14, the Government established 7 inspection teams led by Deputy Prime Ministers to directly inspect the site, organize work with localities, investors, contractors, etc. to focus on removing and promoting the progress of the projects.
After the inspection teams gave direct instructions at the site, the progress of the projects has had many positive changes, some localities have basically completed the site clearance work, completed the procedures for granting material mines. Of which, group 1 includes 18 projects, with a length of 897km, no longer facing major difficulties or obstacles, and the implementation progress is closely following the set plan. Group 2 includes 10 projects, with a total length of 291km, still facing many difficulties, and the progress has not met the set plan. However, there are still some tasks related to site clearance and construction material sources that have not met the requirements for completion in March 2025.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized that the goal of completing 3,000km of expressway by 2025 remains unchanged, so ministries, branches, agencies, units and localities need to identify this as an important and top political task to focus on implementing. In particular, focusing on directing, operating and implementing assigned tasks based on the instructions of Deputy Prime Ministers in the announcements after the working groups have inspected the site.
In particular, for localities with large land acquisition areas, projects that are behind schedule and have not yet met requirements, it is necessary to mobilize the entire political system to participate, properly implement progress commitments, and not delay project progress.
The Prime Minister requested ministries and branches to promptly review and allocate sufficient capital for projects; at the same time, continue to direct investors and contractors to organize construction in "3 shifts, 4 teams" to speed up progress, ensuring the opening of the main expressway routes of Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Bung-Van Ninh projects on April 30, 2025, and complete the 70km Van Phong-Nha Trang section.
Along with that, urgently review legal regulations to guide localities in procedures for returning waste material dumping sites after construction is completed; assess the level of direct impact on people's lives and health due to construction projects.
