The national target program on new rural construction (NRDC) has changed the face of the Ham Can highland area. However, with a low starting point, the journey of new rural construction in this highland commune still faces many difficulties.
Ham Can, a mountainous commune of Ham Thuan Nam district, has 1,252 households/4,523 people, mainly Rai ethnic minority people. It has a natural land area of 12,308 hectares, of which 9,376 hectares are agricultural land. In recent years, through the New Rural Development Program, the rural appearance of the commune has changed significantly. The Party Committee, government and people have made efforts to transform the economic structure to increase income. In addition to cultivating rice, hybrid corn, cassava, sesame, in recent years, they have focused on growing cashew, mango, tram, rubber and especially dragon fruit (an area of over 482 hectares). Raising livestock and poultry with a total herd of more than 11,000 animals brings in a good income.
However, in recent years, due to the impact of the Covid-19 pandemic, unfavorable weather, crop diseases and difficult-to-sell agricultural products, sometimes just enough to recover capital... there are still many difficulties. Mr. Nguyen Van Sang - Head of Village 2, Ham Can Commune said that the most difficult thing in Ham Can right now is to encourage people to buy health insurance. Due to the tight family economy, agricultural products are always in a state of good harvest but low price, good price but bad harvest or bad harvest, low price, forcing them to "tighten their belts". Mr. Sang gave an example of his family growing 500 dragon fruit pillars, but recently they only sold for 500 - 5,000 VND/kg, hybrid corn was bought by traders for 3,500 VND/kg of dry corn, the remaining corn with high moisture content was sold at a lower price.
In the new rural development, up to now, Ham Can has achieved 5/19 criteria including electricity, culture, information and communication, employment, national defense and security. The commune is striving to achieve 2 more criteria this year including: Planning and Rural Commercial Infrastructure.
Mr. Nguyen Van Song - Chairman of Ham Can Commune People's Committee said that with a low starting point, not only Ham Can but many highland communes in the province have encountered many difficulties in building new rural areas. In recent years, many households in the commune have contributed working days to build new rural areas. However, with difficult criteria such as traffic, health care... support from all levels and sectors is needed. Up to now, many rural roads in the commune have not been solidified. Currently, the commune is constructing 3 roads including: inter-village road with a length of 1,380m, width of 5.5m; DT.718 road to Muong Dien - Suoi Do production area, length of more than 885m and width of 5m; DT.718 road to Lang Ma production area and National Highway 1A - My Thanh to land production area 04.
From now until the end of 2023, the commune strives to maintain and uphold key tasks. In particular, continue to complete and standardize rural infrastructure works to meet production and living requirements. Improve the quality of life of rural residents, create many production models associated with stable jobs for people. In particular, promote the effective implementation of national target programs to maintain national health criteria, improve the quality of primary health care for people... Propaganda and mobilize people to comply with the Party's guidelines and policies and the State's laws.
