Residents reported that after 3 years since 3 verdicts were announced with the content that Bach Dat An Joint Stock Company continued to complete the infrastructure construction, fulfill financial obligations to issue certificates for nearly 1,000 land plots of nearly 800 households with related rights, up to now, the investor still has not implemented the project and fulfilled financial obligations to hand over red books to customers.
Quang Nam Department of Natural Resources and Environment informed that for the 7B urban area expansion project, the unit has not yet received land allocation documents from Bach Dat An Joint Stock Company due to compensation issues and this is the responsibility of Dien Ban town.
Regarding the Bach Dat urban area project, 2/3 of the area has been handed over but the tax debt is still outstanding. Therefore, in the coming time, we will coordinate with the authorities to use measures to make the enterprise pay the money and issue red books to the people.
A representative of the Quang Nam Tax Department said that since Bach Dat An Joint Stock Company owed taxes, the unit has taken measures to urge tax debt collection and enforce the use of invoices. Currently, the local Tax Department is applying measures to enforce tax debt by stopping the use of invoices; at the same time, continuing to verify information about the assets of Bach Dat An Joint Stock Company as well as related individuals and organizations to take further enforcement measures to recover the debt.
Speaking at the meeting, Vice Chairman of Quang Nam Provincial People's Committee Tran Anh Tuan said that the important issue is the participation of relevant sectors, demonstrating responsibility and attitude in handling people's recommendations and proposals.
Quang Nam provincial leaders requested the Department of Planning and Investment, the provincial Tax Department and relevant agencies to consider and request enterprises to fulfill their obligations, otherwise, strong measures will be taken to enforce taxes with a sense of urgency; the Department of Natural Resources and Environment will soon re-examine the status of projects; the Department of Planning and Investment will review and propose a policy to extend projects with a spirit of doing things quickly and early.
Regarding Dien Ban town, Mr. Tran Anh Tuan proposed a meeting to consider and report to the Provincial People's Committee on the policy of extending projects, developing a plan for site clearance; and at the same time, directing enterprises to pay compensation costs.
In addition, Quang Nam province is also preparing the content to organize a 4-party meeting to resolve the incident.
It is known that 2 weeks ago, the Office of the People's Committee of Quang Nam province announced the conclusion of Mr. Le Tri Thanh - Chairman of the Provincial People's Committee, regarding the people's petitions on the projects of Bach Dat Urban Area, Hera Complex Riverside Urban Area, and 7B Urban Area expansion.
According to the Chairman of the Quang Nam Provincial People's Committee, the locality has directed resolutely to gradually remove difficulties to implement projects; not to condone, support, or cover up investors to implement projects that are not in accordance with the law.

Difficulties in legal procedures for investment, planning, and site clearance have been resolved; the implementation of judgments has seen positive changes; shortcomings in the enforcement of judgments have been summarized and reported to the General Department of Judgment Enforcement for guidance and direction. Regarding the issuance of land use right certificates for the above projects, Quang Nam province focuses on directing the project to be completed, ensuring sufficient conditions for issuance of land use right certificates according to the provisions of law, and resolving the rights of the people.
However, these projects have many problems. Among them are issues regarding the capacity and responsibility of the investor, the settlement of interests between related parties and site clearance, which affect the progress of implementation.
Therefore, Quang Nam province cannot determine the specific time to issue land use right certificates and transfer procedures to people. Quang Nam only issues land use right certificates for projects when the conditions prescribed by law are met.
The Chairman of the People's Committee of Quang Nam province requested the provincial police to continue investigating, monitoring, collecting information, consolidating records and documents on violations by investors in implementing projects, reporting to the Standing Committee of the Provincial Party Committee, the Provincial Party Committee's Internal Affairs Committee and the leaders of the Provincial People's Committee for guidance and resolution. At the same time, prosecute the case if there are signs of fraud, property appropriation or violations that require criminal prosecution according to the provisions of law.

This is considered the largest real estate dispute in the Central region with about 1,100 plots of land sold, earning about 700 billion VND.
After many trials from the first instance to the appeal, the People's Courts at all levels rejected the lawsuit of Bach Dat An Joint Stock Company, forcing this enterprise to continue to perform the contract, quickly implement the projects, and hand over land and red books to the people. However, to date, the investor has not yet handed over land and land use right certificates to customers who bought land at the project.
