Mr. Khoa said that for each initial enrollment period, schools will report on their enrollment plans for the local departments and agencies to review and approve.
For non-public schools, they only submit their enrollment plans and the department gives them the initiative, without controlling the quota or scores. Depending on the capacity of facilities and teachers, schools can take the initiative in their enrollment.
However, to ensure teaching quality, the department requires schools to control the number of students per class as well as test and evaluate academic performance and conduct according to regulations of the Ministry of Education and Training.
Regarding the case where the family was only 2 days late in paying tuition, the student's results were canceled, while the student had studied at this school for a long time, Mr. Khoa said that he had to wait for the school's report to make an assessment and give instructions on how to handle the situation.
However, he believes that the most important thing about the school is education, aiming for a friendly environment.
"Schools must be places that emphasize education and persuasion, not rigid handling. I am asking the school and relevant departments to specifically report the incident for assessment and information to the press," said Mr. Khoa.

As reported by Tuoi Tre Online , NML (16 years old, residing in Tam Minh commune, Thuong Tin district, Hanoi) had her 10th grade admission result canceled by Victory Primary, Secondary and High School (Buon Ma Thuot city) because her father was 2 days late in paying her tuition.
L. was sent to study at this school from grade 2 to grade 9 and was admitted to grade 10. The school announced that by June 8, if any student who has been admitted does not pay the tuition fee, their results will be canceled.
Mr. Nguyen Quang T., L.'s father, said he knew the regulations but because his house was far away and he could not pay directly, he called the school to ask for the account number. However, because his and his wife's account was temporarily not enough to transfer money, he did not pay the tuition fee for his child until June 10. At this time, Victory Primary, Secondary and High School had canceled L.'s admission results.
Mr. T. submitted a petition stating that the reason for the late payment was not intentional, but due to an unexpected incident. He hoped that the school would create conditions for his child to go to school like other children of the same age. Moreover, this is also the school where he has been attached to for many years.
However, the school principal issued a document affirming that he understood and sympathized with the student's family's situation, but that canceling L.'s admission results was in accordance with regulations, "ensuring fairness and transparency in the admission process."
Previously, responding to the press, both the chairman of the board of directors and the principal affirmed that this is a private school, and if tuition is late, the results will be canceled.
