The delay in providing teaching equipment: "We are very concerned but must be careful"

On October 9, speaking with Dan Tri reporter, Mr. Pham Anh Giang, Head of Planning and Finance Department of Thanh Hoa Department of Education and Training, admitted that the unit was late in providing equipment and teaching aids according to Circular 39 of the Ministry of Education and Training.

Mr. Giang said that, implementing Circular 39, the Thanh Hoa Department of Education and Training has instructed high schools in the area to select minimum teaching equipment according to the 2018 General Education Program.

Following the instructions of the Department of Education and Training, 113 schools, including 88 high schools, junior high schools - high schools and 25 Vocational Education - Continuing Education Centers, made a list and registered to receive teaching equipment and supplies.

However, after more than 2 years of implementation, schools have twice made lists of equipment and teaching aids according to their needs but have not yet received any teaching equipment.

According to Mr. Giang, the Department of Education and Training is largely responsible for the delay in providing learning equipment. During the implementation process, the Department of Education and Training has not given strong and close guidance to schools in making lists.

"It takes a lot of time for schools to select and make a list. After the list is sent back, the department has to compile it. There are items with thousands of devices, making it very difficult to count and classify. Some schools even ask to change the list of selected devices. If schools are not allowed to change, the devices they receive will not be suitable, will not be used effectively, and will cause waste," said Mr. Giang.

In addition, the problem with the Bidding Law is also the reason for the delay in providing learning equipment to schools. According to Mr. Giang, at the end of last year, the Thanh Hoa Provincial People's Committee approved the budget and prepared for bidding, but because of the application of the new Bidding Law, it encountered difficulties.

"The new Law on Bidding has been issued but there is no guiding decree yet. When the Law on Bidding changes, the Law on Prices also changes. When the Law on Prices changes, the old price appraisal report is no longer valid, so we have to wait for the guiding decree to implement the new Law on Prices to implement it," Mr. Giang analyzed.

According to Mr. Giang, in the period of 2022-2025, from the education and training career budget, the People's Committee of Thanh Hoa province allocated more than 200 billion VND to the Department of Education and Training to buy teaching equipment for schools according to Circular 39, but could not disburse.

Mr. Giang said that the Provincial People's Committee's funding for purchasing teaching equipment and supplies is only partial support, not full support. Localities must use additional funds to purchase or call for socialization.

Up to this point, the progress of providing minimum teaching equipment by the Thanh Hoa Department of Education and Training is slow at all 3 levels of education (except for grades 1, 2, and 6 which have been provided).

"We are very concerned about the lack of teaching equipment in schools, but we must take each step carefully. Currently, the department has submitted to the Thanh Hoa Provincial People's Committee a plan to select contractors. The purchase of equipment and school supplies according to Circular 39 will be implemented in January 2025," Mr. Giang informed.

Previously, Dan Tri newspaper published an article "Department of Education and Training is slow to provide teaching equipment, teachers and students are "patching up" reflecting that, although they have registered to receive equipment and learning materials according to the 2018 General Education Program, for the past 2 years, many schools in Thanh Hoa province are still "waiting with their necks stretched out".

The lack of equipment and teaching aids causes many difficulties in teaching according to the 2018 General Education Program.
