Currently, the law does not specifically stipulate whether the principal is allowed to conduct unscheduled class observations or not, but based on the provisions on the duties and powers of the principal mentioned above and the actual implementation of class observations at schools, it is affirmed that the principal is allowed to conduct unscheduled class observations.
The principal's surprise observation of teachers is an activity to evaluate and inspect teachers under the school's management, within the scope of functions and powers of the school principal.
Along with that, unexpected class observation has many important roles such as checking the teaching quality of teachers; creating flexibility for teachers; increasing teachers' sense of responsibility; grasping students' learning status, etc.
The teacher will observe and get a sense of the students’ attitudes, skills and knowledge during the lesson. From there, they can give feedback to the teacher or discuss with the parents about any problems they may encounter.
No mandatory number of hours of observation
The 2019 Education Law and many other relevant current documents do not have specific regulations on class observation activities. Previously, class observation activities were regulated in Point a, Clause 2, Article 7 of Circular 12/2009 (which has expired).
Specifically, each school year, the school effectively carries out activities such as class observation, teaching conferences, teaching demonstrations, and competitions for excellent teachers at all levels.
School leaders (Principal, Vice Principal) ensure to attend at least 1 teaching period/teacher; group leaders and deputy group leaders ensure to attend at least 4 teaching periods/teacher for teachers in the professional group; each teacher conducts at least 2 lectures with information technology application, 4 teaching periods of teaching conferences or demonstration teaching organized by the school and 18 periods of observing colleagues inside or outside the school.
However, Circular 12 was replaced by Circular 42/2012 and in 2018 was replaced by Circular 18/2018. In which, both of these circulars no longer regulate teacher observation activities.
Based on the above content, we can see that there are no longer specific regulations on observing lessons for teachers and the number of hours of observation will be decided by the schools themselves.
