All acts of domestic violence are strictly prohibited under the Law on Prevention and Control of Domestic Violence. This law defines domestic violence as intentional acts by family members that cause or are likely to cause physical, mental, sexual, or economic harm to other family members.

In Section 4 of Decree 167 of 2013, which regulates administrative sanctions in many fields, including domestic violence, it clearly states that the maximum fine for acts of domestic violence is 1 million VND.

However, Decree 144 of 2021 (Decree 144/2021/ND-CP), effective from January 1, 2022, has replaced Decree 167 of 2013. In particular, the fine for domestic violence has increased significantly - the lowest is 5 million VND and the highest is 20 million VND.

The act of a wife scolding her husband or a husband scolding his wife, as people often call it, has been specified in the law as the act of insulting, criticizing, and offending the honor and dignity of family members according to Decree 144 of 2021.

Specifically, Clause 1, Article 54 of Decree 144/2021 stipulates administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; fire prevention and fighting; rescue; prevention and control of domestic violence, stipulating a fine of 5 million to 10 million VND for acts of insulting, criticizing, or offending the honor and dignity of family members.

Citizens or victims of domestic violence have the right to report domestic violence to local authorities so that the authorities can receive and handle it according to regulations.

Article 60 of Decree 144 of 2021 clearly states that there will be a fine of 5 - 20 million VND for one of the following acts: threatening, preventing; insulting or assaulting people who discover or report domestic violence to authorities.

Domestic violence is regulated in the Law on Prevention and Control of Domestic Violence.

- Torture, abuse, beating, threats or other intentional acts that harm health or life;

- Insults, criticism or other intentional acts that offend honor and dignity;

- Forced witnessing violence against people or animals to cause constant psychological pressure;

- Neglecting, not caring for; not nurturing or caring for family members who are children, pregnant women, women raising children under 36 months old, the elderly, the disabled, people who are unable to care for themselves; not educating family members who are children;

- Discrimination based on body shape, gender, sex, or ability of family members;

- Preventing family members from meeting relatives, having legal, healthy social relationships or other behaviors that isolate and cause constant psychological pressure;

- Preventing the exercise of rights and obligations in family relationships between grandparents and grandchildren; between parents and children; between husband and wife; between brothers and sisters;

- Disclosing or disseminating information about the private life, personal secrets and family secrets of family members to insult honor and dignity;

- Forced sexual intercourse against the will of the wife or husband;

- Forced performance of obscene acts; forced listening to sounds, watching images, reading obscene content, stimulating violence;

- Forced early marriage, marriage, divorce or obstruction of legal marriage or divorce;

- Forced pregnancy, abortion, selection of fetal sex;

- Appropriating or destroying the family's common property or the private property of other family members;

- Forcing family members to study, work too hard, contribute financially beyond their capacity; controlling the assets and income of family members to create a state of material, mental or other dependence;

- Isolating and imprisoning family members; Illegally forcing family members out of their legal residence.
