In recent times, the "Effective Mass Mobilization" emulation movement in Hau Giang has been widely implemented, becoming an effective method in mobilizing the masses. The effectiveness of the movement contributes to creating social consensus and arousing a sense of responsibility regarding the tradition of solidarity and mutual assistance.
Since the issuance of Directive No. 40-CT/TU dated March 10, 2014, by the Standing Committee of the Hau Giang Provincial Party Committee on continuing to lead and direct the promotion of the "Skilled Mass Mobilization" emulation movement, many models and exemplary cases with practical effectiveness have emerged in the province.
On the rural road from Bo Tram Canal to Hoa My 1 Primary School, spanning 4.2 km and connecting two hamlets (Hamlet 6 and Hamlet 4), Mr. Kim Ngoc Tuan, Deputy Secretary of the Party Committee and Chairman of the People's Council of Hoa My Commune, Phung Hiep District, stated: This road passes through 206 households with 775 residents. This area was chosen to build a breakthrough model of "3 green, 4 yes, 5 no" (green road, green house, green vegetable garden; clean water, toilets, flagpoles, households with members participating in mass organizations; no plastic waste, no domestic violence, no drugs, no using electric shock fishing, and no drinking and driving). Although only implemented since the beginning of 2024, it has quickly received high consensus from the people.
Mr. Le Phuoc Nho's house in Hamlet 4 – one of the households actively participating in the model – is now covered in a lush green carpet of ornamental plants and flowers. From the flagpole with integrated lighting, the vegetable garden, the neatly trimmed green hedges, to the beautifully shaped ornamental plants, everything is perfect. Mr. Nho said: “The model has 12 components, which is a bit much, but I think most of them serve the needs and interests of the people. Therefore, everyone actively participates. Before, many people didn't pay much attention to the landscape and environment, but now every house is bright, green, and clean; there is no domestic violence or social evils. Everyone is united, developing the economy together and enjoying the benefits together.”
According to Comrade Kim Ngoc Tuan, to implement this model, the locality organized public meetings using vivid visual propaganda, showing video clips of good practices and model roads in some areas of the commune for people to refer to and agree on implementation. Thanks to this, people easily accepted the model, and more importantly, the contents of the model are closely linked to the benefits of life, thus receiving high consensus. Regarding plastic waste, the hamlet assigns one person to collect the waste (with residents contributing a monthly fee) and transport it to a transfer point for the urban works company to take it away for processing. In addition, the commune also mobilized philanthropists to support the installation of two cameras to manage security and order.
According to Pham Thuy Phuong, Deputy Head of the People's Mobilization Committee of Phung Hiep District, the entire district has 546 exemplary and effective "People's Mobilization" models with high dissemination and applicability in various fields. Regarding the "3 Green, 4 Yes, 5 No" model, assessments show that to date, 100% of households have green fences; 100% of households have green trees; 196 out of 206 households have green vegetable gardens (95%); 100% of households have clean water; 195 out of 206 households have environmentally friendly toilets (94.66%); 100% of households have iron flagpoles; 85.27% of households have members participating in mass organizations; and 100% of households effectively implement "no plastic waste, no domestic violence, no drugs, no using electric shock fishing, and no drinking alcohol while driving." These results show that the model can be replicated in other localities, contributing to the fulfillment of the criteria for building new rural areas in the future.
According to the Hau Giang Provincial Party Committee's Mass Mobilization Department, the province has 11,679 exemplary models of "effective mass mobilization" in various fields: economy, culture and society, national defense and security, and political system building. Many of these models are of high quality, have a wide reach, and attract members of youth and women's organizations and the people to actively participate in the "effective mass mobilization" emulation movement in building new rural areas and civilized urban areas, etc. This contributes to promoting the strength of national unity, boosting socio-economic development, and maintaining political stability and social order in the locality.
The effectiveness of the "Skilled Mass Mobilization" emulation movement demonstrates that the implementation of Directive No. 40 of the Standing Committee of the Hau Giang Provincial Party Committee is a correct policy, becoming a practical, effective, and people-friendly movement, widely supported and participated in by union members, association members, and the people. The movement has spread widely across various fields, appearing frequently in difficult areas, contributing to resolving obstacles in task implementation, promoting economic development, reducing poverty, ensuring social security, building cultural life at the grassroots level, and maintaining security and order in residential areas. In particular, it contributes to strengthening national unity and consolidating the people's trust in the leadership of the Party and the management of the State.
According to Sam Hoang Minh, Head of the Hau Giang Provincial Party Committee's Mass Mobilization Department: Experience shows that for the "Skilled Mass Mobilization" emulation movement to be highly effective, it requires close leadership and guidance from Party committees at all levels, and coordinated efforts from the government and heads of agencies and units. The selected "Skilled Mass Mobilization" models and exemplary cases must be suitable to local conditions, effective, and meet the legitimate needs, aspirations, and interests of the people. In particular, during implementation, it is necessary to strengthen inspection, preliminary and final reviews to draw lessons learned, and disseminate effective and skillful methods to continuously improve "Skilled Mass Mobilization" models, adapting them to each field and each stage.
However, alongside the achievements, many limitations remain. The guidance and implementation at some grassroots Party committees have, at times and in some places, not received adequate attention. The process of launching registrations and developing models and exemplary cases has sometimes been hesitant. The content of implementation remains general, lacking quantitative measures and criteria for evaluating the effectiveness of the models. The quality of some models is unsustainable and difficult to maintain... “To improve the quality of the movement, in the coming time, in addition to researching and perfecting the criteria for evaluating the effectiveness of models, the province will focus on orienting and developing “Skilled Mass Mobilization” models based on closely adhering to the local political tasks. When building models, we must aim at the legitimate needs, interests, and aspirations of the people, especially those related to the work of mobilizing compensation, support, and resettlement when the State reclaims land; digital transformation; improving the quality of human resources, collective economy; production and business startups...; considering this as a key task to build and replicate models,” said Comrade Sam Hoang Minh.
